The iron and steel industry is the pillar industry of the national economy,is the"grain" of the industry,and the downstream involves many industries,such as ships,aviation,automobiles,nuclear power and so on.The international competitiveness of the iron and steel industry is an important basis for the international competitiveness of the high-tech industry.However,with the rise of new trade protectionism,non-tariff barriers gradually increased,and the anti-dumping measures is the main non-tariff barriers.China has 23 consecutive years to become anti-dumping investigations than any other country,and iron and steel products are the main targets of anti-dumping investigation.Therefore,this paper will study the impact of anti-dumping on the international competitiveness of China's iron and steel industry and provide suggestions for improving the international competitiveness of China's iron and steel industry.This paper first reviews domestic and foreign literatures on relevant topics,such as anti-dumping,steel industry and international competitiveness,to grasp the current research contents and research methods.Then,we elaborate on the concepts and theories involved in this paper,especially for the iron and steel products based on HS four digit coding and SITC three digit classification,and delineate the scope of data statistics in this paper.Then,from the three aspects,the export situation of China's steel industry,the current situation of China's steel industry's anti-dumping investigation,and the reasons why China's steel industry is subjected to anti-dumping investigations,to analyzed the related status of China's iron and steel industry.Then the mechanism of the anti-dumping effect on the competitiveness of China's steel industry is analyzed theoretically,and the case of the anti-dumping of Chinese cold rolled steel plate is verified by the United States.Then,based on the SITC three-digit import and export data of steel products,the international competitiveness of China's iron and steel products was measured using MS index,TC index,RCA index and CA index.The results show that the trend of international competitiveness of different products varies greatly,and comments on the characteristics of different indexes,that the CA index relatively more accurately reflect the steel industry's real international competitiveness.Finally,the paper tests the impact of anti-dumping intensity on the international competitiveness of China's steel industry.The results show that the increase of anti-dumping intensity can weaken the international competitiveness of steel products.However,the effect of the anti-dumping relative to other variables such as outputting,demanding and so on are not large.Then group empirical tests show that the weakening effect of anti-dumping on the international competitiveness of different categories of products is widespread.Moreover,the impact of the 676 and 679 products with higher added value are weaker than 672 or 673 products with lower added value.At last,according to the research results and the status quo of the steel industry,this article elaborates on how the government,associations and enterprises should act as removing excess capacity,increasing industry concentration,industry restructuring and upgrading,and responding to anti-dumping investigations.Among them,in terms of industrial regulation and control,the government is the dominant one.Enterprises should actively follow the pace of government regulation and control and take industrial regulation and control as opportunities.In the transformation and upgrading and response to anti-dumping investigations,enterprises and trade associations is the main action,the government is only aided guide.
