In the open market, with the severe situation of increasing competition of Steel and Iron Industry (SII) at home and abroad as well as the fact that it is large but not strong in China, this paper is to explore and establish an integrated evaluation system of competitiveness of SII for China in the open market on the basis of the analysis of influence factors on the Industrial International Competitiveness, then the right model building is also done correspondingly in order to evaluate the SII in China with complex estimative method, which will be helpful for promoting the competitiveness of SII.After defining the Industry and the Industrial International Competitiveness, this paper is to analyze the theoretical principle from the aspects of Comparative Advantage and Competitive Advantage. Based on the analysis patterns of influence factors on the Industrial International Competitiveness, this paper makes the own pattern and explains the way how to effect the Industrial International Competitiveness for industrial competitive environment as well as the industrial competitive aptitude and industrial competitive ability. Furthermore, according to some rules, evaluation paradigm of competitiveness for SII in the open market which consists of 21 indexes is designed. It contains five factors—industrial competitive environment, industrial competitive strength, industrial competitive potential, industrial internationalization. After handling the indexes positively and non-differently, the panel investigation to 30 experts on SII from enterprise, government and university is carried out, together with the Fuzzy Triangular Analytic Hierarchy Process, the weight of indexes is determined. On the basis of comparing the complex estimative methods of Industrial International Competitiveness, the evaluation for SII is made from 1985 to 2005 with Weighed Comprehensive Method. As a result, the competitiveness for SII in China is increasing in five periods. At last, relevant suggestions are advised to strengthen the international competitiveness of SII in China, which list as follows: policy, industry concentration ratio, iron ore, advanced factor, steel logistics.
