The biomedical industry is one of the newly emerging industries in China.It is of great significance to meet the needs of residents' medical care and improve the quality of life,and it is related to the national economy and the people's livelihood.Without the support of the government policy,it is difficult to cross a variety of capital and technical barriers,so the industrial policy is particularly important to the biomedical industry,only relying on its own endogenous growth.In recent years,China's biomediacal industry has developed rapidly,and the domestic market has been constantly developing and its international status has been gradually improved.In 2016,the biomedical industry was very eye-catching both in terms of revenue and growth rate,far exceeding the overall growth rate of the national economy.In the course of the development of the biomedical industry,whether the various industrial policies issued by the government departments have achieved the expected effect,and whether the industrial policy has promoted the promotion of the competitiveness of the biomedical industry has yet to be further discussed.Therefore,this paper,from two aspects of theoretical analysis and empirical test,studies the mechanism and performance of the biomedical industry policy on the competitiveness of enterprises,and has a certain theoretical and practical significance to the current industrial policy evaluation and future policy formulation.In the field of theoretical research,this paper expounds the positive and negative two aspects of the effectiveness of industrial policy,analyzes the policy impact mechanism of the biomedical industry,and holds that its competitiveness is mainly influenced by industrial policies,labor resources input,R&D input,fixed asset input and so on.The goal of industrial policy is to improve the competitive environment of Biomedical Enterprises from the aspects of structure,organization,technology,distribution and so on,so as to enhance the competitiveness of the industry.In terms of empirical analysis,this paper analyzes the impact of industrial.policy on the competitiveness of enterprises from the perspective of micro enterprises.The model uses the scale and profitability of the enterprise as an index to measure the competitiveness of the enterprise,and uses Chow test to analyze the structural change point.It proves that the structural change point of the biomedical industry policy in 2011 was verified.After the entry of policy variables,the degree of influence of the competitiveness of biomedical enterprises is analyzed to reflect the impact of industrial policy on the competitiveness of biomedical enterprises.Finally,the policy choices and experiences of the development of biomedical industry in the United States and Japan are summarized.And from the aspects of the overall industrial policy,industrial structure policy,industrial organizationg policy,industrial technology policy and industrial distribution policy,this paper suggests the legalization of industrial policy,insisting the status of national development strategy,promoting economies of scale and maintaining the competitiveness of small and medium-sized enterprises,adhering to innovation and development strategy and talent strategy,and promoting industrial clusters.
