With the continuous development of science and technology in our country, the process of urbanization continues to deepen, and social conflicts continue to highlight. The special group of urban poor families presents the characteristics of long-term poverty, and stratum differentiation presents a solidification trend. This article first defines the concept of urban poverty, using social stratification and social mobility theory to explain the rationality of social stratification in the society. The solidification trend of the stratum is not conducive to the flow of all social strata and is not conducive to social stability and development. The factors that influence the solidification of the urban poverty-stricken family are mainly analyzed from the acquisition of the status of the father's first-generation poor class and the inheritance of the offspring's poverty status. This article adopts the perspective of citizen science literacy and proposes a solution to solve the problem of solidifying the stratum of urban poverty families. It is necessary not only to continue to deepen science and technology education in China, but also to establish a more effective mechanism for popularization of science and law.Individuals in urban poor families need to actively break the poverty culture. The purpose of the circle is to break through the solidified chain of urban poverty-stricken families. This will not only help urban poverty-stricken families get rid of poverty, but also help raise the level of citizen's scientific literacy and build an innovative country.
