As future citizens of our society,young people will join our world and become a major force of the social and economic construction in the near future. According to the Survey on Monitoring and Assessment of Scientific Literacy of the Public in Tianjin for Seven Consecutive Years Ranging from 2003 to 2009,people builds their correct understandings of basic scientific terms and views from studies during their teenage period,which accordingly proves that the best time for fostering scientific literacy and carrying out relative trainings is when a person is studying as a student at school.The popularization of science during one's school period will yield the establishment of his scientific view of development and the innovation capability, thus laying a solid foundation for the promotion of the public's scientific literacy in the whole society.This paper studied the connotation and basic components of scientific literacy among young people and analyzed the science education methods and development tendency both at home and abroad,aiming to promote the whole society's scientific literacy. With logical analysis of first handed data collected through the study on the public's scientific literacy,investigation and assessment of pilots for young people's scientific literacy development and survey on current status of science education resources in primary and middle schools,the paper focuses on carrying out model design for scientific literacy development among young people on the basis of reasonable allocation of public resources to improve the government's function in this course.As a scientific way of summing-up achievements and experiences in science education for young people and building-up the science popularization system, the work mode of scientific literacy development shares great applicable significance in providing a sample for other science popularization subjects to learn, test or copy, thus greatly facilitating young people's science education. To carry out the development work mode, a primary goal of improving the scientific literacy should be followed, two capability evaluation projects carried out and the establishment of demonstration schools proceeded. Backed up by the development of extramural education resources including science popularization bases and social science popularization stations, the basis of science education will be strengthened. The implementation of two studies, including evaluation systems for scientific literary and teaching levels of science education, will offer data basis for educational policy makers. Moreover, the enrichment of six activities and the determination of their contents and organization modes will offer guidance for applicable works.This paper,featuring the integration of study with current works,tries to build a brand new development model of scientific literacy for young people from the perspective of work mechanism and discusses safeguard measures,which are common for the implementation of scientific and technical education in every area of China. The author hopes that relative findings may also provide reference for the improvement of young people's science education.
