Optimal Decision-making Method Of Power Grid Planning And Investment Based On The Background Of Electric Power System Reform

On March 15,2015,CPC Central Committee and State Council issued “No.9 Document”,which has made an explicit direction to the reform.“No.9 Document” also gave a new definition to the function of power grid enterprises.Power grid is mainly engaged in power transmission and distribution,the investment and operation of the power grid,and it will be responsible for the security of the grid system.According to the provisions of the state,power grid should fulfill the obligations of universal service of electricity to protect the fair and open network of non discrimination.Meanwhile,not only the instruction “roles the middle and open the both sides of the industry” will separate the power plant and electric grid completely,but also the sales electricity increment distribution network will be loosen,new sales of power will be brought in to stimulate the sales side of the market vitality.The market-oriented reform of power market will bring new challenges to the power grid planning and investment to force them to meet a wider market environment.Electric power is a pillar of the development of society.Power grid enterprises,as the supplier of electricity,its investment will not only affect the economic development but also involved with national policy and social problems.Power grid planning and investment will face more complicated environment as the deepening reform of electric power system.In order to understand the construction and operation of the power grid,to strengthen the lean management level of the grid stock assets and i ncremental assets before the implementation of the grid planning work,it is necessary to analyze the new influencing factors of grid planning and investment in this background.Optimization of power grid planning and investment decision-making adaption to new round of electricity improvement.The related research can help enterprises to improve the accuracy of grid planning in the new market environment for further improving the efficiency of the project investment,so as to realize the harmonious develo pment of economic society and the sustainable development of enterprises.Firstly,this paper expresses the present situation of power grid system reform from many aspects and the trend of market-oriented reform.Secondly,it did a research about the influence to the power grid planning and investment under the new situation.Finally,power grid planning and investment optimization methods are studied from the three aspects.Using system dynamics software analyses the relationship between power grid planning and investment,then this paper optimizes the economic evaluation method for power grid planning and planning combined with the influencing factors.And according to the China's actual situation of the planning and investment,it also optimizes the methods of the project warehousing and outbound and sets up a set of scientific evaluation index system.Furthermore,the paper puts forward the method to adapt to grid investment decision-making in a new round of power system reform in order to make the optimization of planning projects and provide decision support for sustainable development of power grid enterprises.At last,it proves the rationality by using a practical example.
