Since 2003, power supply is shortage almost everywhere in China, it severe affects economics continuous and stable development. There are many reasons which result in this situation ,but there are two main reasons: the one is because our country economy has continuous and rapidly developed ,it need more power, so caused power supply is shortage in objective;But the other more important one is that power monopoly system causes power built lag behind development of national economy in our countryOur country started to reform in electric power system in 1998, repealed the Ministry of Electric Power, the government's management function of electric power was executed by National and every Provincial Committee of Economy and Trade. National Electric Power Company became an enterprise directly under the Council of the Nation .It was authorized to manage state-owned assets that was managed by the former Ministry of Electric and Power. It had practiced reforms of"separated enterprise from government, every province as a unit"and"power plants separated from electric nets, power plants competed to enter the electric nets". Reform schemes of electric and power system was issued in April 2002, the industry of electric and power adopted to be demolished at vertical and horizontal, but all these reform steps didn't achieve the goal of effective competition, power monopoly wasn't broke open.Shandong province is one of the biggest province on economy and population, although its economy increases at 12% rate every year, it not only far away from the shortage of power, but also have enough power to supply at the situation of power shortage in china. What is the reason of sufficient power supply in Shandong? The answer is that there are many folk power plants break through the power monopoly.Numerous folk power plants were built in Shandong province, it strongly promoted the development of Shandong economy. Although there were a lot unreasonable or illegal in some aspects, it's a special product of electric and power reform, we don't discuss that it is wrong or right in this article.
