Since reform and opening up, China's economy has made remarkable achievements in economic growth. Foreign exchange reserves have topped the world. Although China had taken place of Japan to be the No.2 economy in volume in the world, in 2010, but there are plenty of problems must be resolved. The problem that income gap continued to widen is one of the focus of social concerns. The United States, the European Union as the world's major economies, are also China's important trading partners. This is the first time that we research the changes of per capita income of the three regions together. Through study of each region, we can obtain relevant experiences of controlling China's income gap.This Thesis is divided into five chapters:the first chapter is an introduction, content-based research background and significance. The second part is the literature review and theoretical basis, describes researching status and a summary of the theory of the income gap at domestic and abroad. The third chapter with descriptive statistics based on large amounts of data reference, describes per capita income gap trend of China's Provinces 1952-2008, U.S. Interstate 1969-2008 and EU countries 1995-2009, and we found that our Provincial per capita GDP gap is widening, and with its own calculation of the inter-provincial disparity between the GINI coefficient that is too large; U.S. interstate per capita disposable income gap is expanding, but isn't as severe as China; EU member states income gap is large, but there is a narrowing trend. The fourth part caused by provincial respectively, the United States and the European Union international interstate per capita income gap between the qualitative analysis of the factors that causes can be divided into two aspects, one is a historical institutional factors, you can choose from the national strategic and political special structure of two aspects; the other factors, urbanization, industrialization, human capital, foreign capital use and other factors, which can also cause changes in regional income disparities. Article Part V of the United States, the EU's income gap control for inter-provincial income disparity in China's revelations, and put forward the following four policy recommendations:perfect and improve the system and harmonious regional development; strengthen the industrial transfer, promoting regional cooperation; Education balanced distribution of resources; policy preferences, to attract foreign investment.
