Research On The Supplying Modes Of Agric Ultural Technology Public Service Based On The Mode Of "Raise Money To Do Things"

Agricultural technical service is a kind of public service.It is of great significance to improve the service level of township agricultural technical services to the development of township public services.Townships are the most basic political organizations in China.They are areas that are of great concern to governments at all levels in China.China has issued a number of policies to revitalize rural areas;it studies the impact of the reform of township and township institutions on the provision of rural public services,and analyzes the continuation of the reforms of “taking money to support things”.The pros and cons of more than a decade later can provide reference for the follow-up reform of township and township institutions.This thesis examines the background of the reform of “raise money to do things” and selects the first batch of townships and townships in the county town of Liushanhu,which is under the jurisdiction of Xianning District,where the reform of “taking care of money” was carried out.Through on-the-spot investigations and data analysis,it has been found that the “revenue for money” reform has improved the supply efficiency of agricultural technology services.However,there is a limited role for agricultural technology service centers,lack of effective support for agricultural technical service personnel,and rural public services.There are four significant problems and contradictions such as limited development funds and lack of evaluation systems for the provision of agricultural technology services.In the future reform of township institutions and the formulation of rural policies,the promotion of public service provision should focus on how to optimize the internal structure of township service centers.It is necessary to maintain the independence of township agricultural technical service centers,strengthen the effective integration of township resources,and improve agricultural technical service personnel.Protection of benefits,improvement of their living conditions,income levels,and social status;continuous expansion of multiple financing channels for public service provision.On the one hand,the government can increase financial investment in public services,and on the other hand can use local financial institutions for loan financing;Technical service supply effect evaluation system,formulate uniform evaluation standards,train professional assessment personnel,and establish special feedback mechanism.In order to promote rural economic development,and to better realize the strategy of rural rejuvenation.
