Following the process of economic globalization and the complicated global security situations.The transnational crime organization and terrorists acquisition,smuggling and trafficking of nuclear materials legally,the risk of the nuclear terrorism is continue increasing.Since from the Year 2011"9.11 events" in the United States,worldwide,the terrorism events have been never stopped,and the global nuclear security is facing to the severe situations.The localization of the nuclear security system,as an important component of the large-scale nuclear power plants in the national R&D project in 12th Five-Year,has a very important impact on the implementation of the whole project,Whether the scientific research project can be successfully implemented and whether it can be completed on time has a decisive effect on the safety of China's nuclear power plants and nuclear facilities.In the article has carried on the research to the entire scientific research project implementation process,according to the scientific research project management process some difficulties and management method starting the analysis,mainly through the overall management of the project,scope and time management and other aspects of the factors,focus on the face of such research and development projects should be adopted management methods and common problems may encounter.Using this basis for the development of the basis project management,trough a comprehensive description of project management's concepts,project management,plan implementation,and the definition of the budget content,using the project management theory,analysis of the research project case,going forward to provide the suggestions for improvement and perfection of project management methods and processes.Then,using the standardization,process and innovation management in the project management method is put forward.
