Land issue has always been one of the most important problems that must be solved in the process of China's revolution and economic construction.Land is the basis of agricultural development and an important carrier of rural economic development.Every major transformation of rural land system has greatly promoted the rural economic and social development and progress.Since the reform and opening up,China's household responsibility system has greatly mobilized the enthusiasm and creativity of the farmers and the "separation of two rights" of farmland has greatly promoted the development of rural productivity,which has undergone great changes in rural areas.But with the further development of our country's economy and society,the malpractice of the household responsibility system is becoming more and more obvious,so the state put forward the reform of "three rights" and the land institution is changed from "separation of two rights"(land ownership,contractual management right)to "three-right division"(Land ownership,contract rights and management rights.Agricultural land "three-right separation" is helpful to the circulation of farmland management rights,pushing the agricultural scale process of our country,speeding up the development of modern agriculture,and also contributing to rural one-two-three industries integrated development,which will help to increase farmers' income and narrow the income gap between urban and rural areas.First of all,this paper defines the connotation of "three rights" of farmland scientifically,clarifies the attribute and boundary of the rights of farmland "three rights",clarifies the relationship between them and makes an in-depth analysis of the status quo of the implementation of "three weights" in farmland.This provides the theoretical and practical basis for the analysis of the later.Second,it focuses on an analysis of the process of the evolution of farmland property rights in China since the reform and opening up and uses statistical analysis to analyze the evolution of farmer's management,transferability,wage and property income and the income gap between urban and rural areas in China.This paper describes the change trend of farmers' income since the reform and opening up and analyzes the factors influencing the change of income gap between urban and rural areas.Third,the "disposition of three rights" from agricultural land will help the scale management of agriculture and the adjustment of agricultural industrial structure to resolve the structural reform and urbanization of agricultural supply side.It is beneficial to increase the income of land circulation,the wage income of farmers and property income and so on to analyze the mutual relationship between the "three rights disposition" and the increase of farmers' income;The reform of "three rights disposition" from agricultural land will help to reduce the income gap between urban and rural areas and the narrowing of the income gap between urban and rural areas is also conducive to the promotion of the "three rights disposition" to analyze the interaction mechanism of the "three rights disposition" and the income gap between urban and rural areas;That increasing income from farmers is beneficial to narrow the income gap between urban and rural areas and the excessive income gap between urban and rural areas is not conducive to the increase of farmers' income and the development of national economy and social stability analyzes the interaction mechanism between the increase of farmers' income and the income gap between urban and rural areas.Fourth,systematic analysis is carried out on the relationship between "three weights" and farmers' income,rural land "three rights" and urban-rural income disparity,farmers' incomes and urban-rural income disparity.Finally,On the basis of this,the system dynamics model of "three weights",farmers' income and urban-rural incomes disparity is constructed.simulating and analyzing the "three weights",farmers' income and urban-rural incomes disparity analyzes the relationship between the "three rights division",the increase of farmers' income and the income gap between urban and rural areas with the rapid,moderate and slow three scenarios of the "three rights disposition" in the agricultural land.Fifth,the plight of the implementation of the "three rights division" of agricultural land in China,such as the fuzzy of farmland property rights,the shortage of agricultural land related laws and regulations,and the possible risks of the implementation of the "three rights division" of the agricultural land,will be deeply analyzed:(1)Political risk:The loss of collective ownership may threaten the land ownership as an important economic base,and landless peasants will affect the stability of rural society;The non-agricultural land may threaten food security and national security;(2)Economic risk:it may cause unreasonable agricultural structure and threaten agricultural security;It could affect the prices of agricultural products,etc;(3)Social risk:there is a widening income gap among farmers and an intensificationof the internal stratification of the peasantry;There are risk behaviors such as short-term overdevelopment of operators;It may induce social problems,etc;(4)Ecological Risk:destruction of agricultural land;rural pollution,etc.Sixth,on the basis of the above analysis,this paper holds that the "three-right separation" mode of farmland is chosen as follows:(1)government-led : The government should establish the dominant position of the government in the "three rights division" of the farmland,leading the whole process of the transfer of the rural land management right;(2)Market-oriented:To play the leading role of the market in the allocation of agricultural land resources,It is mainly farmers' own land management rights guided by market;(3)combination of government and market:the government mainly guides the role of the government,respects the willingness of farmers,and gives full play to the flexibility and acuity of market regulation to transfer land management rights.The combination of government and market is dominated.Agricultural land three-Right division path selection:(1)government level:we should improve relevant laws and regulations,confirm the rights and powers of farmland,strengthen supervision,strictly prevent non-agricultural products,and ensure food and ecological safety;(2)Market Level:we should speed up the registration and certification of farmland contractual management rights,clarify the ownership of farmland,establish a public platform for rural property rights trading,and ensure the realization of all kinds of functions and powers of farmland.(3)social dimension:we should give full play to the functions of the third party's coordination and supervision,improve the rural social security system and promote the "three rights division" process.Finally,the conclusion is drawn and the corresponding policy suggestions are put forward.
