For a long period of time,not only has the income of peasant households in China been significantly low and the growth of endogenous growth been seriously weak,but most importantly,the economic development in rural areas has lagged behind.The situation is attributed to the “Separation of two powers” which is based on the household contract responsibility system that constrains the development process of land marketization.Moreover,the heterogeneity of resource endowments across the country,land fragmentation as well as the extensive production patterns of land have negatively affected the large-scale production and intensive management of agriculture in China.Accordingly,the revitalization of rural collective economy and the pace of agricultural modernization are being restricted,or worse still,the decelerated growth of peasant household income is presenting an unstable and non-sustainable situation.The existing farmland property rights system adapt painlessly to today's macroscopic requirements of increasing farmers' income which is supposed to achieve targets of “rural revitalization”,urban-rural orchestration development and building a well-off society in an all-round way.Owing to the economic constraints of the decline in scale of farmland and in the growth of farmers' income,the “Three powers separation” of farmland came into the stage.With the central government's reform of the “Three powers separation” on farmland in 2014,the management rights of farmland have been continuously released with a more standardized farmland being orderly running.As of the end of 2016,more than one-third of the peasant households in the country had contracted transfer of management rights.The transfer of farmland management rights is gradually and orderly standardized,which will profoundly change the redistribution of land and labor resources within the peasant families.Additionally,it will inevitably affect the peasant household income level and income distribution,even the economic development and growth of rural areas in China will be greatly impacted.This paper examines the relationship between the transfer of farmland management rights and the growth of farmers' household income including the reform and innovation of land property rights system under the “Three powers separation” of farmland.From theoretical level,this paper clarifies the mechanism of interaction between the ‘Three powers' of farmland,the transfer of farmland management rights and the income of peasant households.From the current situation,this paper analyzes the “Three powers separation” of farmland,the management rights of farmland,and the basic situation of circulation and income of farmers' families.From the empirical level,by adopting the propensity score matching method(PSM)and applying the data from the Family Economic Database in China Family Panel Studies(CFPS),this paper will focus on the income level of farmers' families.Under the background of the “Three powers” reform policy,empirical tests of the positive effect on farmer's income due to the transfer of farmland management rights will be carried out.Firstly,it is verified that the transfer of farmland management rights has a significant positive growth effect on the promotion of farmers' household income.Then,it is observed that the transfer of management rights shows obvious “asymmetry” in the income effect of farmland inflow and outflow families.Lastly,it is explored that the income growth effect due to the transfer of farmland management rights in different regions(east,middle and west)shows a heterogeneity.In summary,aiming to provide new testimony for the study of income effect of the transfer of farmland management rights under the background of “Three powers separation”,this paper will provide testimony in order to improve the “Three powers separation” system of farmland,as such,the transfer policy of farmland management rights will be optimized.To the aspect of better implementation of the "Village Revitalization Strategy" and the realization of the Chinese nation's great rejuvenation of the Chinese dream,the empirical support in this paper is believed to be of great significance theoretically and practically.
