With the expansion of business scale,LH Company's project management gradually changed from single to multi-project management. In this process, due to the limitations of management concepts and management methods, the LH company often has the problem of human resources shortage, although the company has built enterprise-level PMO(project management office),and applied other methods to strengthen the sub-projects.Human resources shortage situation cannot be solved significantly. After analyzing the current situation of the personnel allocation of LH Company,we find out some problems in the process of the personnel allocation.Based on the theory of project management and human resource management, the optimized scheme and theoretical model of the personnel allocation under the multi-project circumstance of LH Company are proposed.First,we add another PMO by optimizing the organization structure, and discuss the main working range of the two level of PMO.Then according to the project size, project net profit rate, prospects for the development of the industry, project implementation,we get the weight coefficient of the relative importance of the project by the method of analytic hierarchy process, and use the method of multiple attribute decision to sort the projects through the weight coefficient of the different stages of the projects.According to the results of the above research,a mathematical model is established by using the method of linear programming, for which maximize the benefits of the enterprise as the target, allocate the number of personnel as the decision-making variables. Finally,we choose a LH Company's real project team to validate the adaptability of personnel allocation model, and specific analysis of the application results are carried out.
