Rapidly increasing waste or renewable resources has become one of the major environmental problems.Recycling is the basis and prerequisite for the recycling development of resources.It is also an effective way to solve this problem.The ways and extent of residents' participation in recycling are the key to the successful implementation of the waste recycling program,and it fundamentally determines the cost and quality of resource recycling and whether the process will have a secondary harm to the environment and the severity of the harm.In order to alleviate the pressure of resources and environment,in recent years,the state has promoted the pilot cities of renewable resource recycling system,and used Internet technology to explore new modes of waste recovery and treatment.The recycling system of "Internet+classification recycling" is constructed,and the sharing of living ways shared by residents,recyclers,governments and enterprises is realized by using the mobile phone APP and WeChat and website.However,as the main body of the recycled consumer,due to personal factors,social factors and the impact of the objective environment,they have different perception of reverse logistics recovery system,which will directly or indirectly influence consumers to participate in recycle behavior,ultimately affect the recovery system in advance.From the point of view of promoting the participation of residents in the recovery of waste,how to conduct scientific comparison and accurate assessment of them,and how to design a recycling system to accurately reflect the residents' recycling needs.Based on these problems,the pilot cities of renewable resource recycling system was analyzed.Under the theoretical framework of behavioral decision-making theory and quality of service,and based on literature research and interviews,the process of residents' participation in the complete recovery is taken as the object,which includes four sequences of collection-storage-transfer-delivery ".And from the perspective of residents' recovery service,the properties of reverse logistics recovery system were studied.Making assumptions about the relationship between the properties of reverse logistics recovery system and the perceived service quality of residents.Through the design of pre-questionnaire to obtain relevant data,using SPSS19.0 analysis software to describe the descriptive statistical analysis of data,reliability and validity analysis,etc.To abridge indicators and carry out exploratory factor analysis.And then the formal questionnaire was established.Through the network platform and the fieldwork to obtain the comprehensive data,and establish the structural equation model between the properties of reverse logistics recovery system and the perceived service quality.With the aid of AMOS21.0 software's path analysis and principal component analysis to solve structural equation model,evaluation and correction,and to verify this hypothesis.The weight of dimensions and question items are obtained by the load factor of application,and the evaluation model of the capacity of recovery system is obtained.Finally,this evaluation model is applied to test the recycling system in Chengdu and Qingdao to verify the correctness of the system.The results show that the evaluation model can not only accurately and effectively evaluate the capacity of the waste recovery system,but also provide the basis and support for the decision-making of the government and the recovery of enterprises to establish an effective recovery system.The results show that:(1)Through the path analysis of the structural equation model,it can be seen that the five paths of quality of service?perceived quality of service?recovery behavior,consulting and complaints?perceived quality of service?recovery behavior,hardware facilities?perceived service quality?recovery behavior,environmental quality?perceived service quality?recovery behavior and economic cost?perceived service quality?recovery behavior play an important role in the occurrence of formal recovery.Among them,the quality of service,environmental quality,consultation and complaints,hardware facilities are positively correlated with perceived service quality,economic cost is negatively correlated with perceived service quality,and information propaganda has no significant effect on perceived service quality.Perceived quality of service has a positive impact on recovery behavior.(2)The order of weights of the properties of reverse logistics recovery system are respectively the service quality,economic cost,environmental quality,consultation and complaints,and hardware facilities.Through the evaluation of the capability of reverse logistics recovery system in Qingdao and Chengdu,the established capacity model can effectively study the capability of reverse logistics recovery system.Through the analysis of the results,we can see that the overall recycling system capability in Qingdao is higher than that of Chengdu and the comprehensive capability of recycling system in Chengdu is higher than the average level.The economic cost is the main factors restricting the recovery system capability in Chengdu,and the service quality is the main factors restricting the recovery system capability in Qingdao.
