In recent years,Xi'an has successively become "the node city of the Silk Road" and "the central city of the state",which makes the city construction of xi 'an enter a period of rapid development.Construction land,as a carrier of all kinds of economic activities in cities,is an indispensable resource for urban construction and development,and is a basic means to guide the direction of urban construction.Therefore,the government's scientific and rational supply of urban construction land is an important condition for ensuring the realization of urban development planning goals.The paper carries out the performance evaluation of the construction land supply in Xi'an,and puts forward the policy suggestions to optimize the construction land supply,which will have important reference value to improve the government's supply performance.Based on the theories of resource scarcity,sustainable development,and human land relations,firstly,this paper analyzes and evaluates the basic situation of the supply of construction land in Xi'an from four aspects of scale,time series,mode and space structure.Secondly,on the basis of the summary and analysis of relevant literature,the performance index system of construction land supply is constructed,which contains 26 indicators with 4 target criteria layers including structural benefit,economic benefit,fair benefit and environmental benefit.The target performance and overall performance of the construction land supply are evaluated respectively through the entropy weight TOPSIS model,and the obstacle degree of the target performance is calculated by the obstacle model,and the obstacle factors that affect the performance level are determined.Finally,suggestions are put forward to improve the performance level of construction land supply from the micro and macro perspective.The results show that:(1)From the analysis of land supply during the “Twelfth Five-year Plan” period,the supply of urban construction land in Xi'an shows a gradual downward trend;Industrial and storage land,residential land,roads and transport facilities land become the main land supply types.The way of land supply still adopts the "dual track system",but the land of operation has basically realized the market oriented land supply.The land delivery space is mainly concentrated in the South and the East,especially in the new development area,which accounts for 49.50% of the total land supply.(2)From the results of the performance measurement of the urban construction land supply in Xi'an during the "12th Five-Year",the comprehensive performance level of the construction land supply has fluctuated during the research period,but the performance level is still in the intermediate level.Among them,the level of structural performance and environmental performance have risen from the intermediate level to the good;the level of fair performance has increased but it is still the intermediate level;the level of economic performance has declined from good to intermediate.(3)From the calculation results of the obstacle degree of the performance of urban construction land supply in Xi'an during the "12th Five-Year",overall,the supply structure has a high degree of obstacle to the comprehensive performance of construction land supply in Xi 'an.The impact of economic obstacles on supply performance has increased and tends to be obvious,while the obstacles of fairness and environment on the performance of construction land supply have decreased,and the impact has become smaller.Among them,the construction land uniformity index X7,the third industry growth X9 in the economic benefit index,the house price income ratio X15 in fair benefit indicators,the average amount of domestic waste generated X23 in environmental performance indicators are the main obstacle factors of the performance of each target.
