Research On The HSE Management Of CNPC’s Oil Projects In Kazakhstan

The paper introduces that CNPC eight oil projects in KZ meet legal dispute cases in their operation of project due to HSE management problems.Through investigating the safety performance of the projects,it analyzed the problems in HSE management and the related reasons,and pointed out some hidden risks which the projects may meet in currently and in the future.On researched the basic of domestic oil company and foreigner oil company HSE management,combining deeply and carefully researched KZ regulations related HSE management,it puts forward that projects must take management thinking on uniting requirements of KZ regulations of related HSE management and requirements of ISO14001:2004 and OHSAS18001:2007 management system for improving projects HSE management level and safety performance,to think of HSE management issues in the system,to use circle management way in the six processes of HSE management,to managing and controlling five key factors of Environment and ten key factors of Health and Safety in the six processes.How to improve HSE management level and safety performance for CNPC oil projects,and to avoid and to prevent accidents,the paper developed twelve HSE management programs which they combining practice and are easy to operate under the researched,all these management programs are used in CNPC projects in kz,it will be meet the requirement of to improve HSE management level and their safety performance for these oil projects.
