| Bidding is a standardized and orderly market competition transactions.Tender procurement is the main means ofChina Petroleum and Natural Gas Pipeline Bureau as thepipeline project material procurement.Safeeconomic and efficient bidding is an important basis for project construction.In recent years,the construction of the pipeline project bidding process in the partial material flow is high,the tender documents,the scoring method is wrong,workflow poor,less efficient etc.Pipeline Bureau of the original tender process has been unable to effectively prevent the occurrence of the tender,can not meet the requirements of the group and the project owners to bid for more and more high.Therefore,improve the bidding process of pipeline engineering project,establish a set of effective bidding process,control the process system of the whole process risk,and give full play to the fair and efficient advantages,is an important issue for the pipeline bureau at present.This article analyzes the current situation and problems in the tender process of pipeline engineering projects,summarize and analyze the current situation and problems in the tender process of the project in the pipeline bureau.With the requirements of laws and regulations,other tender institutions working experience,domestic experts and scholars of research results,advanced ideas and experience,full investigation of front-line staff and management of the views of the parties,analysis and control of key nodes and key risk in the implementation of the tender,depth to the concrete operating procedures to be standardized,research on the improvement of the bidding process for the petroleum pipeline project. |
