Since the San Lu melamine event outbreak in 2008,the food industry drew the national public unprecedented attention.In this context,the government's supervision of the food industry is also unprecedented strengthening.It is very special that with the economic regulation is gradually relaxed currently,the food industry is still facing a gradually increasing regulatory pressure.In the food industry,it is the infant milk powder enterprises facing the most worth pondering and researching environment.S dairy company's main business is infant formula milk powder,as well as infant food and nutrition food research and development,production,marketing,consulting and after-sales service.It is very important and urgent for the company to make and implement an development strategy adapt to the present situation.Firstly,this paper sorts out the basic theory of strategic management,introduces the background and significance of this study,and expounds the basic theory of stra tegic management.Secondly,the article analyzes the strategic environment of S dairy enterprise.On the one hand,it introduces the present situation and development of the enterprise,and analyzes the mission and business philosophy of S dairy company.Also,it particularly analyzes the company's internal environment,such as organizational structure and the main product brand,etc.On the other hand,the paper uses PESTEL and five forces analysis model to comprehensively analyze the external environment of the enterprise.Thirdly,on the basis of the above analysis,it uses SWOT analysis tool to analyze the enterprise's strategic choice,and establish the enterprise development strategy.It determines to use backward vertical integration,horizontal integration strategy,differentiation strategy and international development strategy to further expand the scale of enterprises and to enhance the competitiveness of enterprises.Finally,according to the enterprise's strategic choice,the paper puts forward the overall idea on the implementation of enterprise strategy,and lists some measures to ensure the implementation of the enterprise strategy,depending on the enterprises' actual situation.Studies have shown that the Qingdao s dairy products enterprise strategy and measures for implementation are feasible,which will further enrich our national dairy enterprises development strategy research and has the application value and practical significance.
