Research On The Economical Contribution Of Oil Drilling Industry To Cities Under The Conception Of Green

With the discovery of oil,the oil cities are becoming more and more prosperous,there is no denying that the oil drilling industry made tremendous contributions to the oil cities.High-speed of oil city economic development is expense of a large number of resource depletion and environmental pollution.Currently scholars only noted the oil industry benefits to the urban economy,and ignore the negative effects of the oil industry.As a result,it can't provide comprehensive and objective reference for the oil industry operators and local governments.In addition,the current way of economic growth in terms of GDP growth,also leads to the destruction of mining,oil industry resource depletion,environmental pollution situation.In the context of 18 th CPC National Congress,ecological civilization is very necessary to make calculate the oil industry green economy contribution to the city.In order to make up for the shortage of the traditional method of calculating economic contribution,this article will put the oil industries' economical influence,resource depletion and pollution of the environment factor into the economic contribution evaluation system and form a new evaluation system of measuring oil industry contribution to urban economy which can make comprehensive evaluation of oil exploration industry contribution to the economy of the city.The paper uses the input-output method to measure oil industry's economical contribution to other industries,multiplier effect method to measure consumption of oil industry caused the consumption growth of induced contribution,user cost accounting cost method to measure depletion cost of oil resources,and environment recovery cost method to measure the economic loss caused by the environmental pollution.It draws lessons from other scholars' research to estimates of health economic loss caused by environmental quality leading to the damage to human health.Finally,the paper uses green accounting system of national economic accounting system(SEEA)to measure the green contribution of oil drilling industry to urban economy.Based on the example of the data from Dongying,it is concluded that direct economic contribution rate of oil drilling industry in Dongying city from 2009 to 2013are: 0.24,0.29,0.34,0.31 and 0.26,green economy contribution rate are: 0.29,0.37,0.41,0.37 and 0.31.Green economy contribution rate was significantly higher than the direct economic contribution rate,because the indirect economic effect by the oil drilling industry was significantly higher than the costs caused by environmental pollution.It shows that although the oil industry has a certain degree of negative impact on resources and environment,there is no denying that oil industry has a significant role on the development of urban economy.As a result,it is necessary to promote its leading role of the local economy on the base of reducing the pollution of the environment.
