In recent years,with the rapid development of China’s economy,a serious shortage of urban labor force,a large number of rural surplus labor to the city transfer,"migrant workers" this group came into being,accompanied by migrant workers pay compensation issues become a new urban problem to the community Stability has a negative impact,and derived a series of social problems,both related to the fair treatment between different groups,but also shows the government as a public management agency in the role of such issues in the positioning.In the current social environment,migrant workers pay arrears occurred in the construction industry,which not only affected the city’s spiritual civilization,but also damaged the government’s public image,although the government across the country are actively exploring effective solutions,But failed to completely eliminate the phenomenon of repeated.Therefore,the roots of migrant workers in the construction industry to find out the root causes of wages,and then through the management of government governance problems,so as to put forward the corresponding solutions to the above norms of public order of urban governance,to avoid social instability and to maintain the government’s public Image is very important.This paper takes the provincial capital city of Lanzhou as an example,and uses the literature research method,the case analysis method and the comparative research method as the research tool to study the arrears work of migrant workers in Lanzhou city construction industry.The paper first defines the key words of migrant workers,migrant workers ’wages and migrant workers’ rights and interests,and analyzes and summarizes the research theory of this paper,namely cooperative governance theory.Then,through the analysis of the status quo of the work of rural migrant workers in arrears in Lanzhou City,the main manifestations of the problem of wage arrears of rural migrant workers in Lanzhou City and the social impact brought about by the present situation of migrant workers in Lanzhou City Of the problems,including imperfect laws and regulations,less government cooperation,publicity and training efforts,but the fundamental crux is that there is no combination of the work of the parties to form a co-governance situation.Therefore,this paper draws lessons from the working methods and measures adopted by the Nanjing Municipal Government and the Kunming municipal government to manage the arrearsless work of the migrant workers in the construction industry,and puts forward the problems of the wage arrears of migrant workers in Lanzhou City,Relevant departments within the joint,establish a sound cooperation and communication mechanisms to ensure the participation of the supervision system,increase publicity and training efforts,and ultimately form a joint force,common governance Lanzhou City,the construction industry,the problem of wage arrears of migrant workers.
