New business models,such as "Internet +",have provided new development opportunities for the traditional manufacturing enterprises.As the most influential iron and steel manufacturing enterprise in China,B Group invests to build the iron and steel e-commerce platform and aims to build an iron and steel ecosystem with strong competition,high efficiency,good reputation and fully embodied values in the industry.However,how to successfully implement the e-commerce platform project characterized by the iron and steel industry for B Group,a traditional manufacturing enterprise,is a crucial problem.As the iron and steel e-commerce platform also involves transactions,warehousing,processing and transportation in the iron and steel industry chain in addition to the complexity of IT project,it is very necessary to conduct complete and effective risk management,in order to ensure the smooth implementation of e-commerce platform.The paper adopts the risk management theory and method to carry out research and practice on the iron and steel e-commerce platform of B Group,classify and identify risk factors in its implementation process and further make the quantitative assessment according to the weight parameters,and then put forward the corresponding risk management countermeasures,including the following three aspects:(1)In the risk identification part,this paper adopts the WBS-RBS and brainstorming method to identify risks of tasks at all development stages of the iron and steel e-commerce platform.Firstly,it uses the WBS method to subdivide the tasks and list main activities of each stage;then it specifies various riskfactors into activities of different stages with the brainstorming method;finally,the paper formulates the risk identification list on the iron and steel e-commerce platform,and classifies and summarizes risk factors according to the type and occurrence stage,which can provide the basis and foundation for the follow-up risk assessment.(2)In the risk assessment part,the paper quantitatively assesses risk factors of B Group's the iron and steel e-commerce platform based on the analytic hierarchy process and the fuzzy comprehensive evaluation method.The paper first constructs the hierarchical model and judgment coefficient matrix,then calculates the indicator weight and conducts the consistency inspection to obtain the weight parameters of each risk factor in the risk identification list.Finally,it establishes a two-level fuzzy comprehensive evaluation matrix by expert investigation method,obtains the results of fuzzy comprehensive evaluation and further defines the risk degree of the indicators.(3)In the risk countermeasures aspect,the paper first formulates the corresponding coping strategies based on the project risk identification list,proposes the specific measures,develops the detailed plan,including constructing the risk management organization structure of the development team,and clarifying the regulatory measures of risk tracking effect,and finally concludes results of implementing risk countermeasures.The risk management practice process of B Group's iron and steel e-commerce platform development project ultimately can ensure its on-time online,making the cost is less than 6% of the budget,the development demand changing times is less than 21% of the storage system development and the quality experience satisfaction degree of steel trading users is over 80%,which further proves the reference significance and practical value of the research.
