Man is the core of the project in the leading factor,because human resource,which always dominates the project's schedule,quality,or even its success or not,is the primary factor of the project.Informatization project,which is integrated with the feature of both the intelligence intensive works and the labor-intensive ones,is characterized by the "dependency of the intellectual capital,abstraction of the management objects and progressiveness of the goal achieved".In order to make better use of the high-IQs,it is far from enough to ensure execution by institutionalized managements as the traditional corporate done.Therefore,the peculiarity and importance of human resource management should be highly concerned in the information technology projects.Human resources management plays a key role in the integration of all sorts of resources in the implementation of the informatization project,effective human resources management is the guarantee of the realization of the goal of the controllable project,which is defined as "cost controllable,schedule controllable and qu ality controllable".Based on a comprehensive analysis of the status and problems of the human resource management of the informatization project of a branch of CNOOC,and comparative study the practice and measures adopted by the well-known enterprises of the IT and the oil industry both in China and abroad,and made full use of the successful methods and experiences of the domestic and foreign energy companies,and combined with the specific work practice,several corresponding countermeasures were put forward in the informatization project.The measures of success of human resource management mainly consist of the well planning information human resources,efficiently team-building,establishing practical evaluation and incentive mechanism,broadening the career passages for the employees,and improving the rules of post evaluation of the project.Meanwhile,to ensure the goals to be achieved efficiently,some other methods were introduced.They're strengthened informatization project organizational structure,feasible management system and team spirits cultivating.Accordingly,continuous improvement and sustainable competitive advantage are attainable.With the successful complement of the information project,it was effectively realized the management of different field data and achievement from every department of CNOOC,so that making it possible to avoid the loss of intangible assets of state-owned enterprises.In a word,the information project provides a solid support of informatization for "the second stride" of CNOOC.
