Offshore construction bidding project of Oceanic oil platform accelerates along with offshore energy investment increases from most countries in the world. It brings bright Opportunity for Contractors who have capability to undertake offshore transportation and installation. However, Opportunity is always be side with challenge. The paper will stand on the Contractors position to research on how to identify and evaluate the bidding Risk of Oceanic oil platform offshore construction project, it will be of great practical significance to reduce blindly bidding and risk of Bidders.Firstly, the paper introduces the research background and significance, and proposed the need of the evaluation bidding risk of Oceanic oil platform offshore construction project. After analysis the offshore construction project current bidding condition of G Company in recent years and find out some problem arising out of biding risk analysis and evaluation during G Company's bidding stage. Thus propose the need of bidding risk evaluation. Then, the paper sticks to the bidding risk problem exist in G Company to analysis an example B project which G Company is considering to participate the bidding. The paper fully study and identify the risk factors of B Offshore construction project of Oceanic oil platform through head storm, assorting risk factor and build the risk index system of B project. After introducing some normal risk evaluation method used in the industry, The paper points out existing problems and defects of the normal risk evaluation method, propose to introduce Fuzzy mathematical theory and Analytic Hierarchy Process to build a better risk evaluation models for Offshore construction project of Oceanic oil platform. At last, the paper analysis and evaluate B offshore construction project by using the built evaluation model.Research methods of this paper include qualitative research methods, theoretical study, and case study. The paper fully identify the risk factors, build the risk index system and Fuzzy& Analytic Hierarchy Process Risk Evaluation Module of B offshore construction project, The risk evaluation result of B offshore construction project is middle after analysis and calculation the index system and evaluation module. The result provides a good decision making base for G Company. It shows that the index system and model are scientific, reasonable, workable and practicality for contractor to do the bidding risk evaluation of offshore construction project.
