| After 30 years of reform and development,our engineering and construction business has been constantly developed, and China has become one of the world's top ten engineering contracting nations. But at the same time, there exist a lot of problems in the development of international contracting projects, such as attaching no importance to bidding decision, imprecise process, unscientific method, which directly impact the success of the bidding. Currently, our contracting enterprise has rarely carried out in-depth study on making bidding decision, many enterprises are taking blind activities in international bidding project. Considering the above situation, this paper carries out research on fuzzy evaluation used for making bidding decision of international projects, which can supply reference and guidance for international bidding decision.This paper summarizes domestic and international research results on making bidding decision of international projects. It introduces basic theory about Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation. On this basis and integrating bidding characters of international project, this paper first establishes the index system for making bidding decision of international project, using analytic hierarchy process to confirm relevant weight of each index and passing consistency check of judgment matrix. In this paper, Saudi Arabia Jubail Refinery Tank Farm Project is chosen as an example to analyze how to use fuzzy evaluation method to efficiently select international tendering project under complicated market environment.The index system and fuzzy comprehensive evaluation method designed herein is valuable for China's enterprises to take part in international tendering project as well as bidding organization and bidding activities. Therefore, this paper provides important reference and guidance for our contracting enterprises to make bidding decision when participating in the international projects. |
