Research On PPP Project Performance Audit Mechanism

Since 2014,the State Council and relevant departments have vigorously promoted the Public-Private Partnerships(PPP)model,issued a series of policy documents,academic research on PPP mode continues to deepen,PPP project in full swing.The PPP model to some extent,improve the quality and efficiency of the supply of public goods and services,and formed an effective partnership and management between government and social capital.In the operation of the PPP project,there are many problems such as the non-standard ways of participation,the inaccurate calculation of the project data and the unsuitable operation modes,supervision of PPP projects is imperative,PPP projects can be effectively regulated through performance audits.The system of laws and regulations on the supervision of PPP projects in our country is imperfect,and there is a system shortage.The purpose of this paper is to study the performance auditing mechanism of our country's PPP project and clarify the auditing contents of the performance auditing mechanism of PPP projects,build a variety of auditing model of PPP project performance audit mechanism to supplement our country's PPP project supervision system,form a list of performance audit points for PPP projects,a list of performance audit indicators for PPP projects,and form a list of performance audit methods for PPP projects.For our government audit agencies to provide practical and practical audit guidance to achieve real PPP project "value for money".This paper analyzes a large number of documents,summarizes the definition of the PPP project and the government performance audit,content and development context.Through the review of new public management movement and internal control theory,we can understand the essence and characteristics of performance audit,both of them promote the development of performance auditing and transform it from a politically restrictive system of rights into a marketized performance appraisal tool and control tool.Based on the theory of public goods,principal-agent theory and the theory of public fiduciary responsibility,analysis of the necessity of auditing and monitoring the performance of PPP projects.Through the research on the related theories of performance audit of PPP projects,back to the basics,from the nature of the problem to start a study.Based on the above theoretical basis,this article studies as follows.First,the nature of government investment in PPP projects is determined.According to the public goods theory,principal-agent theory and public accountability theory,clear PPP project government investment nature.The adoption of the PPP model can improve the quality and efficiency of the supply of public goods or services,which is linked to public needs and satisfaction and the government needs to regulate it.As a favorable government regulation,performance auditing can effectively regulate the PPP project.Finally,construct the audit trust relationship for the PPP project and clarify the participants of the PPP project performance audit.Second,the performance of PPP project audit to determine the content.Under the premise of clarifying the auditing motivation of PPP project and auditing participants,analyzed the audit of PPP projects.Through literature review,text analysis and comparative analysis,relying on the relevant policies and regulations of our country and the model contract of PPP project,the content of auditing of PPP project in our country is identified by referring to the audit contents of foreign PPP projects.Finally,through the method of semi-structure interviews,verify the performance audit points identified to form a list of PPP project performance audit points.Third,the construction of PPP project performance audit mechanism.According to the characteristics of the PPP project,the PPP project performance audit mechanism is constructed,including audit objectives,audit basis,audit indicators and audit methods.Finally,the performance audit mechanism of the "Trinity" mixed PPP project is constructed and it also forms a list of performance audit indicators of PPP projects and a list of audit methods of PPP projects.To sum up,this paper analyzes the motivation of PPP project audit by constructing the framework of performance audit of PPP project,and then identifies the performance audit of PPP project.Finally,it constructs the performance audit mechanism of PPP project and provides reference for the audit practice of PPP project.
