In 2016,the state promulgated and issued a number of opinions of the State Council on accelerating the construction of intellectual property powers under the new situation.This is a major deployment of the state to the "13th Five-Year" and the future period of intellectual property rights.In the opinion,it is clear that innovation driven development and the reform of the future will deepen the reform in the field of intellectual property,and actively explore the perfection of the management system of intellectual property.In this paper,the patent and other data of 34 provinces,cities and autonomous regions of China for 2007-2016 and ten years were collected,and the patent situation including Hong Kong,Macao and Taiwan was analyzed.On the basis of a comprehensive analysis of the trend of the number of patents in various provinces and cities in China,this paper creates an original quality evaluation index system for patent,and makes a comprehensive evaluation on the quality of the patent,and then selecting the typical provinces with better quality to analyze the efficiency of the patent output by the method of enveloping the patent.The results of patent efficiency analysis of three provinces and municipalities are obtained.According to the principle and mechanism of patent production,this paper analyzes the factors affecting the industrialization of patents in various provinces and cities,and divides the factors into two major categories: macro policy factors and micro enterprise factors.Finally,Beijing is chosen as a case to set up econometric models and analyze the impact of patents on economic growth by multiple regression methods.
