The Eighteenth National Congress of the Communist Party of China clearly pointed out that "scientific and technological innovation is the strategic support to improve social productivity and comprehensive national strength,and must be placed at the core of the overall national development",emphasizing the implementation of innovation-driven development strategy,and patent quality is an important yardstick to measure the level of scientific and technological innovation in a country or region.In 2018,the report of the Nineteenth National Congress of the Communist Party of China put forward the strategy of rural rejuvenation.An important link in building beautiful countryside is to accelerate the process of agricultural modernization,which can not be accelerated without the strong support of modern agricultural technology.To a certain extent,the quality of agricultural patents can represent the level of agricultural technology.Therefore,it is of great practical significance to study the quality of agricultural patents for promoting the development of agricultural technology,improving the level of agricultural development,increasing farmers' income and maintaining social stability.This paper takes 1506 agricultural patents authorized by the State Intellectual Property Office in Xinjiang Corps from 1985 to 2016 as samples.Firstly,the status quo of the quality of agricultural patents in the Corps is analyzed from four aspects: the number of patent applications,the type of patent applicants,the patents of each unit of the Corps,and the distribution of technical fields.It is found that the average duration of agricultural patents in the Corps is short,the proportion of invention patents is low,and The efficiency is high,and the development level of patent quality of each unit in the Corps is far from satisfactory.Secondly,from the perspective of patent creation process,we excavate effective information from patent literature information,construct a comprehensive evaluation system of patent quality,use AHP-Entropy Weight Method to determine the weight of each index,and construct a patent quality index to evaluate the quality of agricultural patents in the Corps from 1985 to 2016.The results show that the quality of agricultural patents in the Corps can be divided into three stages,1985-2000.In 2000-2010,its patent quality fluctuated upward,and in 2010-2016,its patent quality fluctuated downward.Horizontally,the quality level of agricultural patents in various units of the Corps is uneven,and there is an imbalance.Finally,by constructing the COX proportional risk(CPH)model,taking the "patent maintenance time after authorization" as the proxy variable of patent quality,this paper divides the influencing factors of patent quality into four dimensions: citation index,technical index,economic index and other indicators,based on the two aspects of patent itself and external factors,and makes an empirical analysis of the influencing factors of agricultural patent quality.The analysis shows that the number of inventors,claims,instructions and pages of drawings can represent the quality of agricultural patents in varying degrees,and have a positive impact on patent maintenance time.Patent types,human types of patent applications,degree of transformation of patent results and patent application period have significant impact on the quality of agricultural patents,by encouraging original creation and improving patent management.Measures such as strengthening the construction of the platform for the transformation of patent achievements and increasing the support of preferential policies for scientific and technological innovation of enterprises will help to improve the quality of agricultural patents in the Corps.
