With the accelerating reformation and reducing barriers of financial industry,the competition in financial market is increasingly fierce.City commercial banks,the survival and competitive challenges are more severe under both internal and external pressures.Human resources management is the key means to maintain the bank's advantages and ensure the operation and development.City commercial banks have to give up the extensive human resource management mode,retaining high-level financial professionals and maximizing employees' working initiative by establishing and perfecting scientific and efficient performance assessment system,in order to gain sustained and steady development.This paper takes Bank of Weifang,Qingdao branch as research subject,carries out applied research on the subject's performance assessment and management by applying literature research method,interviewing method and investigation method.All staff in marketing department of the research subject was interviewed by using an anonymous questionnaire which includes 6 dimensions such as basic information,opinions of the current performance system,satisfaction on performance assessment,etc.the research output indicates the following imperfections of the current performance assessment method,a)the performance assessment method is not being combined with the development strategy of the bank,b)the assessment indicators do not put economic cost under consideration,c)the assessment result cannot reflect the quality of assets,d)the content of assessment goes against the employees' initiative,e)the relating supporting systems of performance management is imperfect.This paper established a brand new simulation income approach after risk adjustment for performance assessment system on the basis of management methods such as expectancy theory & equity theory,and combing the management methods such as key performance indicator assessment,management by objective method,all-around performance feedback method,etc.a)Designed the principle of simulation income approach after risk adjustment,the principle can be summarized as “five perseverance”,which includes persevering in the method of capital dominance and comprehensive risk management,persevering in economic-centered method,persevering in business transformation and differentiated development,persevering in risk bottom-line management and persevering in the dynamic combination of “racing mechanism” and management by objective.b)Select operational performance assessment indexes and set relevant regulations.Takes adjusted return as assessment detail,based on management by objectives and selecting principles of KPI indicators,this paper divides the operational performance indicators into four dimensions includes deposit revenue assessment,loan revenue assessment,intermediary revenue assessment and revenue of other business.Specific assessment criterion and assessment weight are also set for each dimension.c)Select administrative indicators of operational management and internal control management,and set relevant regulations.Based on all-around performance feedback theory,this paper divides the theory specifically into four indicators as followed,“bank management”,“marketing department”,“management department” and “clients”.Weights are endowed to each indicator in order to perform assessment by grading.d)Establish the implementation process for the assessment of simulation income approach after risk adjustment and perform the subject assessment from the following four aspects,assessment of organization establishment,assessment of operation mechanism,calculation of performance-related pay and assessment of organization feedback.e)Establish implementation measures and supporting measures of the simulation income approach after risk adjustment,which includes the measures such as providing the manpower supporting,system supporting and technical supporting.Such measures provide valuable reference for the generalization of simulation income approach after risk adjustment.
