Power supply companies meet the needs of economic development and Life electricity, playing a key role in people's daily life. Electric power industry in our country has been in the monopoly position. In recent years, our countriy recognizes the power resources need to be configured through the market as other resources. So electric power production began to transform from the past monopoly industries structure to a competitive industry structure. Business model and development direction of power supply companies also changed. At the same time, competition concept was applied into the management. Performance appraisal is a key link of enterprise performance management and the ministry of human resources plays an head role in the work of performance appraisal. So the performance appraisal problems in the ministry of human resources should be taken seriously.To some extent competition among enterprise is subject to their competition for human resource,facing the more complicated environment.Enterprise must attract bold and make full use of talents by designing and adjusting the human resource system especially the salary and performance appraisal system which has become the key to acquire competitive predominance.In this Dissertation, taking the weifang diesel power company as the research object, the performance appraisal index system is designed based on the competitive strategy. Firstly there are some problems and reasons in the performance appraisal of weifang diesel electric company. The fishbone diagram is used to analyze the reasons through layer by layer. It is found that the ministry of human resources has a huge impact on the performance appraisal.Then, though analyzing the job description of the ministry of human resources, performance appraisal index system of human resources department in weifang diesel electric company is built, using the method of grey relational analysis. Finally, the working instruction of key positions in human resources department is designed. Performance appraisal index system of the key positions of human resources department is constructed, using the analytic hierarchy process. The research results of this paper provide evidence for the performance appraisal of human resources department and the key positions. At the same time, Reasonable performance management of the weifang diesel electric company is ensured.
