A Study On Poverty Alleviation And Development Supported By Gansu Branch Of China Agricultural Development Bank

Poverty alleviation is the top political task and No.1 project in China at this stage.Agricultural policy finance,as a special system to balance monetary and fiscal policy,will be used to make up poverty gap in poor areas,which has played a positive role in poverty alleviation and development.Based on the theory and the research of poverty alleviation,this thesis analyses the role and characteristics of agricultural financial poverty alleviation and development in China.Using the methods of literature research,visit,investigation and analysis,we analyses the role from Gansu branch of China agricultural development bank in poverty alleviation and the insufficiency,and put forward some development measures.The main conclusions are as follows:1.The situation about Gansu branch of China agricultural development bank supports the development of poverty alleviationGansu branch issued 24.03 billion yuan in poverty alleviation and development loans in 2015,and the balance of poverty alleviation and development loans reached413.2 billion yuan at the end of the year.In 2016,the total amount of loans for poverty alleviation and development was 23.56 billion yuan,and the balance of poverty alleviation and development loans at the end of the year was 581.9 billion yuan.By the end of 2016,the loan balance of agricultural distribution gansu branch amounted to 83.7 billion yuan,of which the balance of poverty alleviation and development loans amounted to 58.19 billion yuan,accounting for 69.52%.According to the case analysis,the thesis summarizes 3 higlights of the Gansu branch to support poverty alleviation and development which including poverty alleviation and development loans mainly to the poor areas,poverty alleviation and development preferential loan project priority,introduce government purchase services financing mode to support poverty alleviation and development innovation2.Analysed the problems in the development of poverty alleviation in Gansu branch of China agricultural development bankThrough the investigation and analysis,the thesis summarizes successfulpractices and puts forward the problems that exist in the poverty alleviation and development.The risk in purchasing service financing model of poverty alleviation and development loan policy;Inadequate mortgage guarantee for poverty alleviation and development;The threshold of loan entry for poverty alleviation and development projects in poverty-stricken areas is high;The ability of loan innovation to support the development of poverty alleviation needs to be improved;Poverty alleviation financing is difficult.3.Based on the above problems and shortcomings,the countermeasures for expanding the poverty alleviation and development are put forwardFirstly,to strive for national policies and to adjust the operation mode of loans to resolve the risks of purchasing service loans;Secondly,the innovation guarantee means to solve the deficiency of the loan guarantee for poverty alleviation;Thirdly,moderately relax the loan threshold of poverty alleviation and development projects in poverty-stricken areas to resolve loan access;Fourthly,continue to innovate poverty alleviation and development,and better support poverty-stricken areas.Finally,multi-channel financing of low cost to ensure sustainable development of poverty alleviation.The bank is the only agricultural policy bank in China and its credit funds effectively promotes the poverty alleviation and development work of our country.Through the analysis and countermeasures of the above problems,this paper can provide a reference for agricultural distribution in healthy and orderly development of poverty alleviation.
