Research On The Planning Of Wetland Tourism Based On Anti-planning Theory

To the 21 st century,as the popularization of mass tourism,the traditional sightseeing tour can't meet the changing tourism demands from various levels,types of tourists.Personalized customization,leisure,ecological tourism products are more and more popular among the tourists,wetland tourism as a new type of tourism has become a new popular trend.At the same time,the vulnerability of wetland resources requires that wetland tourism planning must pay more attention to the sustainable use of resources,and develop tourism under the protection to environment,scientific and reasonable wetland planning can promote the healthy and sustainable development of wetland tourism.The integrity of the wetland and the authenticity of the regional landscape are the basis of the development of wetland tourism.Under the background of the rise of wetland tourism and the intensification of wetland landscape,it is necessary for tourism planners to think how to construct landscape security pattern and strengthen the construction of ecological infrastructure.Anti-planning is a new reverse planning method which is compared with the traditional positive planning.The raise and application of anti-planning theory which is successful make it possible that the antiplanning is applied to the wetland tourism planning.Anti-planning is not limited to concepts of green priority and prohibited,but by giving priority to control the non-development area to carry out tourism space planning layout and maintain the integrity of the ecosystem.Based on the analysis of wetland tourism and anti-planning theory,the paper regards the wetland tourism planning as the research content and applies the increasingly mature antiplanning theory to wetland tourism planning,it mainly reflects in the construction and application of control index system of wetland tourism anti-planning and the evaluation system of the landscape safety pattern.By the priority control idea of anti-planning theory,the method of Delphi is used to construct the wetland tourism anti-planning control index system,by the analytic hierarchy process,the paper calculates and sorts index weights.By the analyzes to the important ecological processes of the control indexes,including the biological process,the water cycle process and the humanistic process,and others,the paper constructs the evaluation system of the landscape safety pattern,using the method of evaluation assignment to evaluate how extent the index is blocked in its ecological process,and to determine the landscape security pattern level according to the results of evaluation assignment method.Combining tourism life cycle theory,landscape ecology theory,stakeholder theory and sustainable development theory,and so on,the paper takes wetland of Harbin Songhua River as an example,according to the discriminant results of landscape safety pattern and the calculation and sorting results of control index weights,the paper determines the important control indexeswhich have great weight and low landscape security pattern,such indexes should be priority controlled in the planning and penetrate their protection into all aspects of wetland planning,combining the control index system of wetland tourism anti-planning,the paper gives advice to the wetland functional zoning,infrastructure,product design and other aspects of wetland tourism planning of Harbin Songhua River.The application of anti-planning theory in wetland tourism planning is a innovation to the contents and ways of wetland tourism planning.It provides a reference for other tourism planning,priority control planning index before tourism development can improve the grade of wetland landscape security,and it is conducive to construct ecological infrastructure,what's more,it can keep wetland ecosystem continuity.
