Tourism Industry Based On The Concept Of The "anti-planning" Land Use The Special Planning Theory Method

With the construction of a comprehensive well-off society, social sustainable development, civilization across the board, residents'disposable income growth and the gradual implementation of paid leave system, tourism has become a new universal need. But there are many issues with the land use of the tourism industry, such as inappropriate land use, contradiction between supply and demand and many other issues, this objective requires the science of land use planning must be conducted to improve the tourism industry in order to achieve overall efficiency of land-use, and to achieve macro-control Objectives of land use within the region. Specific plan for the tourism industry includes the spatial distribution and structural adjustment of tourism land use.To promote the health of the region's rapid development of tourism industry and reasonable land-use, we must adopt effective means to deal with the uncertainty of land-use in tourism industry, and let the specific plan play a guiding role in the land-use of tourism industry. The "anti-planning" philosophy is a new planning approach that can better cope with the uncertainty of future development, it takes protection of the ecological environment as its core and emphasizes that the arrangement of non-construction areas comes first.This article is on the first attempt to apply this theory in the planning of land-use in tourism industry. Here through the relevant theoretical and empirical analysis, I build planning theories for land-use theories based on the "anti-planning" philosophy. In this article, I take Xishuangbanna, Yunnan province, as an example. Through analysis of natural processes, biological processes, human processes, land-use planning on the basis of relevant content, this article builds regional ecological security patterns, security patterns of basic farmland, land-use expansion in the tourism industry security patterns, and ultimately come to the tourism industry pattern of land for construction of comprehensive security. On this basis, this article builds the environment-friendly Xishuangbanna tourism land-use patterns.According to the result of this study, the planning theories built under the framework of the "anti-planning" theory can not only solve the rapid development of tourism industry needs in the land, but also let the expansion of tourism industry construction land meet the land use planning requirements, effective maintenance of regional sustainable development of the ecological environment.
