Water is the source of life,rational development and utilization of water resources,and prevention and control of floods and floods are important support for social development and an important guarantee for the sustainable development of the national economy.The construction of water conservancy projects is an important measure to promote steady economic development and social progress.The water conservancy project has the characteristics of large investment,large scale and long construction period.In order to effectively use the government's financial funds and get rid of the constraints caused by insufficient funds,PPP(Public-Private-Partnership)realizes the improvement of social services by introducing high-quality social capital.Quality,reducing engineering costs,is increasingly favored in the field of water conservancy construction.Since China vigorously promoted the PPP project in 2013,more and more water conservancy projects have been built using the PPP model.However,due to the spatial and temporal extension of the PPP model,the PPP project in the water conservancy project has many risks such as large investment scale,long operating period and complex contractual relationship.Reasonable evaluation of the income risk of the PPP project during the concession period of the water conservancy project and reasonable compensation will promote the good development of the PPP project of the water conservancy project.The problem of making the risk compensation mechanism for the franchise period is still an important issue worthy of further study.The main content of this paper is:(1)According to the characteristics of PPP project of water conservancy project,based on the collected data and on-site investigation,the profit risk of the concession period of PPP project of water conservancy project is analyzed..(2)The basic principle of the Delphi expert method is expounded.Based on the primaryrisk of the franchise period of the PPP project in the water conservancy project,the Delphi expert method is used to determine the profit risk index system of the PPP project during the franchise period.(3)Based on the correlation degree and IOWA operator,the weight of the income risk index of the PPP project during the concession period of the water conservancy project is determined,and the grey fuzzy theory is used to construct the gray fuzzy comprehensive evaluation model for the concession period of the PPP project of the water conservancy project.(4)According to the characteristics of PPP project of water conservancy project,the compensation mechanism of income risk during the concession period of PPP project of water conservancy project was studied.(5)Taking the PPP project of a water conservancy project as an example,the correlation weight and IOWA operator are used to determine the index weight.The gray fuzzy comprehensive evaluation model is used to evaluate the profit risk during the concession period,and a targeted compensation mechanism is proposed.
