Research On Risk Assessment And Preventive Measures Of PPP Project

Although the government-social capital cooperation(PPP)model has a long history abroad,it is still a new public-private cooperation model at home.In recent years,it has been widely used by local governments in the construction of public infrastructure.On the one hand,It solves the problems of insufficient financial funds and low efficiency of public sector has created a good corporate image and gained some benefits.However,in China where PPP model is just beginning,the experience and theory research are relatively insufficient,and the risk management and problem solving are very important for the successful implementation of PPP project.Therefore,in order to make the PPP model continue to play an important role in steady growth,promoting reform and benefiting people's livelihood.PPP project risk identification and classification,PPP project risk evaluation,PPP PROJECT RISK prevention,the full text of the main content is also around these three aspects of the study.This paper expounds the basic connotation of risks in PPP mode,and enumerates a series of methods for risk identification and risk assessment in detail for comparison and selection.Using incomplete contract theory,risk management theory and game theory as the tools to understand and analyze the risks of PPP project,this paper attempts to expound the risks of PPP project from a theoretical perspective,which lays a theoretical foundation for the concrete evaluation of the follow-up risks,this paper provides an idea for the risk prevention of PPP project.This paper analyzes the running status of PPP project,and from the overall situation of PPP project,the development of China's PPP project is in the state of rapid rise and innovation and risk.From different aspects: First,the number and investment scale of PPP four demonstration projects have increased in recent years,the country has paid more and more attention to the construction of PPP projects,and all local departments have paid more attention and shown more enthusiasm;second,there are some differences in the regional distribution of PPP projects.It is found that the east region has the most PPP demonstration projects with a high landing rate,while the central and western regions have seen a rapid growth in recent years,but the landing rate is not high,the main projects are distributed in the fields of municipal engineering,transportation and ecological construction.But with the tilt of the state policy and the idea of all-round development,the basic public services in education,sports and old-age care havebecome more comprehensive.In order to analyze the risks of PPP project and the preventive measures,the article mainly uses the qualitative and quantitative evaluation method,five main risks of the project are identified: Political Risk,economic risk,construction risk,environmental risk and operational risk.These risk factors are divided into 5 first-class risk factors and20 second-class risk factors,and a risk index system is constructed based on these risk factors.The Risk Assessment Model of Nanchang Metro Line 4 is established by using the analytic hierarchy process(AHP),which is commonly used at present.To determine the weight of the evaluation index,to calculate the comprehensive evaluation value,and to assess the risk level of Nanchang Metro Line 4 according to the calculated results;Many experts and scholars who study PPP model were consulted,and the data needed for the model were obtained by questionnaire survey.Through the analytic hierarchy process,it is found that the proportion of economic risk and operational risk is the largest and the proportion of environmental risk is the smallest in the PPP project of Nanchang Metro Line 4,the financing risk in the economic risk and the operating cost increase risk in the operating risk are the highest.Combined with the model and comprehensive evaluation method,the current risk level evaluation of the Nanchang Metro PPP project is medium.In addition,the results of single-factor evaluation show that political risk,economic risk,environmental risk and operational risk are medium,and construction risk is high.Therefore,special attention should be paid to the construction risks,economic risks and operational risks of Nanchang Metro Line 4.Other risks should also be prevented Finally,the five risks of PPP project are discussed in order to provide a good reference for investment decision and management of PPP project.
