The Research Of PPP Model In Shaanxi Province Transportatio Development

During the "13th Five-Year Plan” period,China's economic development has turned into a new normal and infrastructure construction will step into a new phase,the country will achieve the well-off goal in 2020.However,the capital demand and supply contradiction of infrastructure construction are more prominent,which restricts the development,especially the construction and development of transportation infrastructure.By the rapid development of shaanxi province transportation construction,capital demand is big,but the investment and financing channels for a single,insufficient government input,in the face of new construction tasks,the contradiction between supply and demand of the traffic construction fund,only innovation investment and financing system,in order to solve the problem of development,and transportation infrastructure quasi-public product features,construction of the PPP model is applicable.PPP financing model can optimize the investment structure of the shaanxi province transportation construction,can give full play to their advantages,government and social capital in the Shared project risk at the same time realize the development goals,so the PPP model not only can solve the problem of the operation of the transport infrastructure funds,also ensure the investment returns,and comprehensively improve the quality of the traffic infrastructure services.In this paper,using literature analysis,theoretical analysis and logical deduction,combining qualitative analysis with quantitative analysis and case analysis method,through the introduction of the concept,characteristics,function of the PPP mode and legislative situation and the UK,Australia,Canada,the PPP development experience and sichuan provinces,such as domestic PPP operation experience,the shaanxi province transportation construction the PPP mode development present situation and existing problems are analyzed,and the shaanxi province transportation PPP mode was designed.At the end of the paper,analyzes the traffic the PPP pattern design application in the first provincial traffic PPP project,hope to the project for the demonstration,push the PPP mode used in shaanxi province transportation construction in the large-scale development.
