Evaluation System Construction And Countermeasure Research Of The Tourism Industry’ Transformation And Upgrading Under New Economic Normal

In December 2014, the central economic work conference clearly stated that our country’ economic development has already entered a new normal. With the downward pressure of the national economy,how to keep a reasonable interval of the economic development, the key lies in the transformation and upgrading of industry. As an important part of modern service industry, tourism plays an extremely important role in the economic development of our country. So the study of tourism industry’ transformation and upgrading is a worthwhile exploring proposition. It will serve as China’s new power and new growth point under the new economic normal, becoming China’s important policy choice overall across the middle-income trap.Because of the development of the long-term factors drive and scale expansion in the past, many problems of Shaanxi Province tourism had arisen, such as excessive development tourism resources, serious environmental pollution, tourism products falling behind and so on. Therefore, through the systematic induction and analysis, the article takes Shaanxi Province as an example and tries to built the new normal evaluation index system of tourism industry transformation and upgrading. Then the article carries on a measurement and analysis about the evolution process and the period level of Shaanxi Province tourism industry transformation and upgrading during 2001 year to 2015 year, drawing the following conclusions:(1)Since 2009, the tourism industry in Shaanxi Province was beginning to enter a growth-transition period;(2)cultural resources and the human factor’ contribution rate is low;(3)the industrial structure is not conducive to transformation and upgrading of tourism industry in Shanxi Province;(4)financial input in public services reduced year by year;(5)the conflict between tourism economic development and the ecological environment protection;(6)the whole revenue in the core of tourism industry is low.Finally, the thesis provides referable policy suggestions from six aspects, including strengthening personnel training, adjusting industrial structure, increasing investment in public services, optimization of the tourism market, setting up the innovation idea, advocating green travel, to promote the sustainable development of shaanxi province’ economy.
