Research On Deepening And Reforming Of Airspace Management System Based On UAV Industry Development

Airspace resources are a kind of public resources with national attributes.With the continuous development of UAV(unman Airspace vehicle,drone)products and the aviation industry,the seemingly vast sky airspace has become more and more crowded.Effective development of airspace resources and their rational use is an inevitable trend in the future.In the course of the deepening and reforming of the airspace management,our country needs to establish a legal system conformed to the actual conditions and environment of China in order to guarantee national sovereignty and ensure the safety and orderliness of airspace activities,thus providing a good development for the development of the UAV industry.The basic environment and close cooperation between all legal and administrative units involved in airspace management is the focus for future related reforms and development.With the implementation of China's economic development and large-scale development strategy,the low airspace traffic of UAV activity is increased,so that the State Council and the Central Military Commission of our country have put forward requirements for further deepening and reforming of airspace management.Our government has played an active role in supporting the development of civil UAV industry in terms of industry orientation and financial support.However,the current development of the UAV industry has some problems such as slow progress in airspace opening,unsuitable UAV management mode,and insufficient scale effect,so that the reform depth has constrained the development of China's UAV industry.At the same time,focusing on the development needs of China's airspace in the future,implementing scientific management,optimizing the environment of airspace,and improving airspace utilization have become important issues that need to be addressed urgently.For these management system of the UAV industry as an entry point,and explores how to construct a more comprehensive system path toprovide an advantageous environment for the development of China's UAV industry.The study presented in this paper consists seven parts.The first part is the introduction.It summarizes the current development of the UAVindustry and the research status of the airspace control at home and abroad.To reform the defect points in such field in our country leads out my research work.The second part introduces the theoretical basis of this research,including public product theory,government functional theory,new public management theory,institutional change theory,andindustrial regulation theory.The third part introduces the historical evolution,present status,existing problems and causes of China's airspace management.The fourth part is based on the research of the airspace management system for the UAV industry.The fifth part is the analysis of system dynamics model of airspace system reform.The sixth part proposes strategies and suggestions for strengthening and improving the low-altitude airspace management system under the development of China's drone industry.Finally,the research of this study is combed and summarized,and the future research prospects are proposed as well.
