In recent years, with the improvement of the level of economic development in our country, more and more travelers prefer to travel by civil flights. Our national airport passenger throughput is 914.773 million passengers of 2015, an increase of 10 percent over the previous year. Cargo and mail throughput is 14.094 million tons, up 3.9 percent over the previous year. The rapid development of the aviation industry, increasing demand of flight routes and the increasing number of flights require great management level of our airspace. The scarcity of airspace resources becomes increasingly prominent. Airspace as a scarce resource plays a vital role in the development of China civil aviation, but airspace resource which uses for free has been the status of underuse. Due to the impact of idea that airspace resource is worthless, it’s a serious waste in our airspace resource management. And the optimizing of utilization of airspace resources has become a hot-spot research in recent years. This paper argues that the implementation of paid use of airspace resources will become the path to the future development of China’s aviation industry.In such a realistic background, this paper which makes an analysis of the current situation of our country’s airspace resource and related charging system., which uses public goods theory, market failure theory and government regulation theory and the theory of natural resource value compensation while combining literature analysis method and qualitative analysis and value analysis method, which is based on the experience from abroad developed the National Aeronautics and aviation fees and other domestic institutional system of paid use of resources, proposes a blueprint of compensation for the use of airspace resources system reform and analysis of several schemes of pros and cons detailed.Finally, stance on the general requirements of the national financial reform and the actual situation of the aviation industry, this paper puts forward reasonable suggestions for choosing the system of paid use of airspace resources in China, at the same time, to provide a healthy and efficient operation external governance environment for reforming, to improve the system of paid use of space resources while building related supporting measures. This study aims to further improve the management of airspace resources, and promotes the sustainable development of the aviation industry.
