At present,human resource motivation,deepen reform of assessment and assignment and encourage creativities have played important roles for the development of enterprise.In the meanwhile,income distribution work of the central enterprises has move to the new stage,which will be epitomized by three major trends: total wage slowdown,distribution structure deepened reform and compensation controlling mechanism switch.It means that compensation incentive system reform is becoming typical topic of times,especially for state-owned enterprise,which seek further emancipating productive forces.Theoretically describing and practical confirmation are necessary for enhancing the productivity of specific reform which adopt the project management concepts.This paper will introduce the background and necessity of the reform and analysis the advantage of the introduction of the project management concept.According to situation analysis and human resource management theory,this paper aims to diagnose QS by large research including connect survey,organization performance questionnaire and compensation management interview.And find the solutions by reviewing and optimizing amount and structure with the application of project management method and motivation theory.It begins with the compensation incentive design for the top level and key layer.Structure the road map of the reform and find the solutions with the application of the concept of project management and theory compensation incentive.The success of the case study proves the feasibility of implement.It provides new angle for the assignment reform of state-owned enterprises.
