At present,the economic level of our country is booming,the local governments vigorously promote the project construction,and the government investment projects increase gradually.Most government projects belong to the financial investment.The requirement to the time limit,the capital efficiency,the project quality and the effectiveness is high.In the process of pursuing excellent results,bidding management,as an important part and an important area of the whole construction process,is playing an important role in promoting the progress of the project,preventing the corruption and improving the investment efficiency,which needs to be continuously strengthened.JZ Company,as a state-owned enterprise that the government agrees to set up,is entrusted by the construction unit to manage the whole process of the construction project.JZ Company aims to solve the problems of inexperience of the construction units and improve the efficiency of the project.However,in recent years,problems have been exposed in the bidding management of JZ Company,which has led to some negative impact,such as the decreasing of the working efficiency,decline in bidding effectiveness and the increasing of complaints.By analyzing the current situations of the bidding management in JZ Company,the author has found out the problems and put forward some corresponding measures to deal with the problems,which will definitely reduce the risk of bidding and auditing,improve the bidding efficiency and also raise the management level.In this paper,the background,significance,content and research methods are firstly expounded,and the related theoretical basis is summarized,including the concept of engineering bidding,the main classification of engineering bidding,and so on.Based on the above,this paper describes and analyzes the present situation of JZ Company's bidding management,and figures out the problems.The main problems include:1)lack of a complete bidding management system?2)the senior leaders of the company do not pay enough attention to the bidding management;(3)the time of bidding preparation is too long;(4)there are problems in the compilation of the bidding documents;(5)the bidding procedures are not standardized,and so on.Through the detailed analysis of the above problems,this paper studies the optimization way that JZ Company can adopt in bidding management,and takes the bidding for the investigation and design of X-house construction project as an example,and integrates the solution ideas into the bidding management of the project.The measures include:1)improving the bidding management of engineering construction of JZ Company;2)optimizing the preparation process of bidding;3)implementing the leadership responsibility system 4)strengthening the quality management of bidding documents;5)strengthening the control of bidding procedures,etc.Finally,the bidding for investigation and design was successfully completed,so that the plan reporting and the construction designing was started successfully.In addition,we hope to broaden the research ideas in this field,and provide reference for new practice of bidding management of similar enterprises or units and the rest of our city.
