| Chinese construction industry has achieved great development since the reform and opening and china has been the third largest construction market in the world, meanwhile, there are also many problems in the development process. In china, the problem of construction payment in arrears is more serious which even leads to endless dispute, and more and more amount of money is involved in the cases. In other countries, the technology of owners to contractors is required higher and higher, and new challenges of diversification of market actors to domestic construction enterprise. In this paper, the problem of enhancing contract management and claims is mainly discussed, and it has important significance for contractors, owners and standardization of construction industry.By describing current status of contract management of Chinese building markets, the relevant legal system that contract management should be obeyed is researched, and theoretical basis of claims is introduced. Meanwhile, a series of measures such as reforming bidding of construction contracts, standardizing construction contract recording system and starting expert testimony of contract cost are proposed to strengthen contract management of building engineering.The risk management of contracts and claim events and evident are investigated, and elements for successful claim are analyzed, and the claim procedures are summarized in this paper. Some useful advices about how to enhance contract consciousness, culture claim consciousness, standardize operation procedures, improve management level and regular profession behavior are then proposed. More international practice should be mastered by construction enterprise, and the universality and importance of claim in international markets should be realized, and the management level of construction contracts and claim should be strengthened by all means to provide favorable conditions for realizing joint track with international standards. |
