On July 28,2016,7 departments including the Ministry of Transport and the Ministry of Public Security released the Guiding Opinions on Deepening Reform and Promoting the Healthy Development of Taxi Industry and the Interim Measures on Management of Taxi Services Provided by Internet Reservation.The legal status of the ride-hailing company has been recognized by the government.In view of the regulation of the ride-hailing,the local governments have imposed strict conditions of entry,such as restrictions on drivers' household and vehicle characteristics,in order to limit the negative externalities caused by the rapid increase in the number of ride-hailing cars,such as urban congestion,environmental pollution and impact on traditional taxis,which led to a reduction in the number of ride-hailing and a rise in pricing.Therefore,how to rationally regulate the access of ride-hailing services and pricing of is a hot issue to be solved.In view of this,this thesis utilizes the method of system dynamics and game theory to conduct in-depth analysis on the policy issues of China's current ride-hailing system,the influence of the access policy and the optimal pricing decision of the ride-hailing system,to provide a reasonable reference for the government to improve the regulation policy.The details are as follows:1.The key elements for influence of regulation policy on the system.The ride-hailing system is described and the boundary of the system is defined.The influence of the policy on the vehicle is analyzed in terms of quantity and price,and the dynamic model of the system is established by analyzing the influence of the policy on the system and urban traffic.The simulation function in Vensim is used to further analysis impact of changing number and price of ride-hailing on the users of the ride-hailing and the congestion of the city.Taking Tianjin as an example,this thesis makes a simulation analysis of different policy scenarios and finally gives some reasonable suggestions based on the analysis results.2.This thesis explores the issue of regulation policy of ride-hailing.Firstly,the logical relationship among the elements of the system and the system structure is analyzed.Secondly,a simulation model of access policy on ride-hailing was built by using the method of System Dynamics,which is come down to vehicle restriction and driver limitation in order to analyze its influence on the volumes of ride-hailing and vehicle trips in the city.Finally,this thesis makes an empirical analysis of the model for access policy of Tianjin city ride-hailing.The result shows that restricting vehicle characteristics and registered residence of driver will reduce the number of ride-hailing,which will increase the number of private cars and urban motor vehicles on the road,so that it is not conducive to easing traffic congestion in the city.3.This thesis studies the optimal pricing strategy of the ride-hailing under the constraint of access policy.The number and price are the key elements of the ride-hailing system.The Bertrand game pricing model of the ride-hailing and taxi is established by introducing the degree of difference between the ride-hailing and the taxi and the influence coefficient of the policy on the demand of the ride-hailing.The influence of the difference coefficient on the price,demand and profit of is analyzed.By comparing the price,demand and profit function,the influence of policy parameters on the pricing and profit of the ride-hailing car is analyzed,and some reasonable suggestions are obtained according to the analysis conclusion.
