Gas Station Construction Project Risk Factors IAHP-FCE Method And Its Application

With the rapid development of national economy and the continuous improvement of people's living standards,the vehicle ownership in China has been growing fast.As the end carrier of the product oil sales enterprises,the gas station is responsible for providing high-quality product oil and services to the society and for the profits of the product oil sales enterprises.As the number of vehicles increases,so does the number of petrol stations.Gas stations send and receive various types of petrol,diesel and other flammable or combustible items for vehicles.At the same time,gas stations are often located in the prime part of developed traffic.In the event of a fire or an explosion,the lives of nearby residents will be seriously affected.Therefore,it is of great significance to carry out safety evaluation and applied research of gas station construction projects.Based on the research of safety evaluation theory and safety management theory,this paper analyzes the safety problem of gas station construction project in seven parts.The first part describes the background and significance of this paper,introduces the research methods to be used,and briefly introduces the current research situation of domestic and foreign scholars in this field.The content of this chapter is the basis of the whole research and the core of the research theory.In the second part,the author makes a comprehensive comment on the safety management of domestic gas station,firstly introduces the present situation of domestic security construction,and points out the problems existing in the construction project of gas station.Among them,the safety management problems existing in the construction project of gas station mainly include lax construction site management,inadequate safety supervision of subcontracting units,lack of effective accident emergency mechanism,serious shortage of safety education and training,and inadequate implementation of safety responsibility.The main problems of gas station safety management include imperfect management system of gas station,unmoral safety behavior of employees,blind area of equipment management,insufficient emergency capability and insufficient "harmony" of surrounding environment.The main reasons for the safety management of construction project of gas station are that the construction safety management can not keep pace with the development of construction industry;the construction environment affects the construction safety management of construction project,the lack of safety production fund of construction enterprise,the lack of safety management performance appraisal system,etc.The third part,through the analysis of the main hazardous substances,major dangerous sources,the main dangerous and harmful factors in the course of operation,other dangerous and harmful factors analysis,all links of the gas station risk factors to make a comprehensive analysis,for the gas station safety evaluation laid a foundation.The fourth part,this part is the core part of the article,the article selected the safety check list and the IAHP-FCE law,through the safety check list law to do the basic assessment of the gas station risk factors,and then through the IAHP-FCE law to measure the risk level of each index.The fifth part,through IAHP-FCE analysis method,the X gas station risk factors are evaluated,and the results are analyzed.The sixth part,as the research result of countermeasures,is the product of the whole research and the significance of the research,through the measurement and analysis of the conclusions of the problems,according to the results of the safety evaluation,put forward for the construction of gas station safety management.It is necessary to implement safety responsibility system,strict safety management of construction site,strengthen safety supervision of subcontracting units,strengthen safety education and training,and establish emergency mechanism to improve safety.In view of the safety management of gas stations,we will improve the safety of gas stations from improving the management system of gas stations,establishing the responsibility system,strengthening the design and examination of gas stations,earnestly implementing the "three simultaneous" system,paying attention to the management of gas station operations,improving the quality of safety management of gas station managers,strengthening the training of professional skills of operators,increasing safety education and publicity,enhancing safety awareness,strengthening communication and coordination,and making efforts to build a sound external environment.The seventh part,this part is to sum up this research to find out the results and shortcomings of the research,and put forward their own views and understanding of the development of industry and theory.
