| In order to establish modern financial system,and vigorously increase macro control level of our government,the state council has decided to fully implement the medium-term fiscal planning system in our country.According to the practical experience of implementing the medium-term fiscal planning system at home and abroad,there is no fixed pattern to use for reference,it is necessary to explore and establish a medium-term fiscal planning system according to the actual conditions of the localities.In order to research promote methods of medium-term fiscal planning in our country,this thesis takes zhuhai city as an example,comprehensively use case study method,survey research method,literature analysis method,survey research method,empirical analysis method,this thesis delves deeper the mediumterm fiscal planning system in Zhuhai.After studied the relevant theories of public management,in addition look up a large number of domestic and foreign scholars on the medium-term financial planning research status paper and theoretical literature,and then gradually formed this thesis’ s research idea.Afterwards,the author took field interviews,visited and survey some relevant departments such as Zhuhai municipal finance department,revenue department,delves deeper the current situation,successful effect,existing problems of the medium-term fiscal planning system in Zhuhai,meanwhile considered and analyzed the causes of existing problems,then targeted put forward policy suggestions finally.From the research,the medium-term fiscal planning in Zhuhai mainly existing some problems need to be solved,such as sanction was not strong,income forecast is unscientific,difficult to connect with other department planning,inconsistent with the vertical management system,a series of problems,imperfect supporting systems.And pointed out some suggestions such as strengthen the guarantee from the rule of law,enhance coordination with the various planning,improve medium-term revenue and expenditure forecasting methods,and optimize the medium-term fiscal planning model.The countermeasures and suggestions put forward in this thesis is useful to improve the mediumterm financial planning system in Zhuhai,at the same time,it also provides reference for other regions in China to implement medium-term fiscal planning system. |
