Since the 1990 s,with the implementation of the reform and opening-up policy,China's economy has developed rapidly and the progress of urbanization has become faster and faster.The treatment of the living garbage,as one of the municipal wastes,has aroused more and more attention.The process of generating electricity with the heat produced by incinerating city life garbage is referred to as "power generation through waste incineration".Because this way can make garbage less and harmless,and part of them can be converted into electrical energy,it is widely used by governments everywhere in city life garbage processing.Due to the lack of government funds,the current domestic waste incineration projects are mainly implemented in way of BOT.The investment in the project of power generation through waste incineration is very large.For investors,the payback period is longer.The technical requirements are demanding.The investment agreement signed with the government is very complex and the supporting laws and policies in our country are unsound.All these factors contribute to many problems and risks in the whole process of power generation through waste incineration,including the stage of operation,construction,investment,and etc.Based on the theory of risk management in project management and combined with the actual cases,the thesis put forward the strategies and suggestions for coping with the important risks in the project,with which the risks of BOT project of waste incineration were discussed and analyzed.The thesis first surveyed and sorted out the domestic and foreign research situation of the related projects.In terms of the three aspects,the project research results have been systematically summarized as,respectively,BOT risks management of the project of power generation through waste incineration,BOT mode of project and risks research of BOT project.Secondly,with the research method of multi-cases,the risks of 12 typical BOT project of power generation through waste incineration were analyzed.5 major categories and 14 kinds of key risks were summarized through collecting risk factors and building risk groups.Then,aiming at the BOT agreement with the government,the specific risk management mode was proposed.This study aimed at LF project of power generation through waste incineration in which the author participated in person.Through making a list of risks and with the method of hierarchical analysis,project risks were identified and evaluated.Moreover,the major risks in the projects of the government risks,the risks of public opinions,the completion risks,the operation risks and etc.were found out.In addition,according to the risk coping strategies proposed in this thesis and in combination with the project risks and the practical situation of the project,it put forward the specific risk coping strategies,and thus the degree of project risks and the loss of risks were reduced.For the other similar domestic projects,it has the value and significance of reference.
