Research On Compensation Problems And Countermeasures In Rural Collective Land Expropriation And Demolition In Wuhou District

On January 18,2018,the National Bureau of Statistics of China announced a preliminary calculation of the national GDP of 82.7122 trillion yuan and its total economic output standing at a historic level of 80 trillion yuan for the first time.China's urban construction has developed rapidly.Affected by the vigorous development of economy,the process of urbanization is accelerating.With the expansion and progress of cities,the demand for urban land is growing.Projects such as real estate construction,municipal construction,road traffic,transformation of the old city and environment remediation are the key points for the hardware construction of urban development.To a large extent,the demand for urban land has been increased.With the general increase of land use and demolition,the conflicts on land requisition and demolition are also becoming more and more prominent.In recent years,the news of the most famous nail-house holders in Beijing,Shanghai,and Yunnan Suijiang come out one after another.From 2007 to 2011,the revision and the promulgation of the Regulation on the Implementation of the Land Administration Law,Regulations on the Expropriation of Houses on State-owned Land and Compensation,Property Law and Urban housing demolition law of the People's Republic of China(draft)reflect the state's emphasis on land acquisition and demolition,and the state has made some progress on it.However,there are still many problems and contradictions on the efficiency of demolition work,the standards of compensation and resettlement,the fairness of compensation and the maintenance of social stability which are needed to be perfected and solved due to the existence of antagonistic interests.The work of land acquisition and demolition of rural collective land is not only an important measure to promote the development of local economy,but also relates to the fundamental interests of land-expropriated farmers and social stability.This article applies the theory of property rights,public choice theory and Pareto optimality theory.This article takes the problems and countermeasures in the land requisition and demolition of collective land in Wuhou District as the research topic.Through summarizing and investigating the current situation of land acquisition and demolition of collective land in Wuhou District,sorting out information on land acquisition and demolition as well as advanced experiences in land acquisition and demolition in other countries,analyzing the results of the investigation and research and finding out the land acquisition and demolition work of the collective land in Wuhou District In the shortcomings and its causes,at the same time put forward corresponding countermeasures and suggestions.In order to achieve a win-win situation for the rapid urban development and the improvement of the living standards of the land-expropriated and demolished people,a solid foundation for sustained economic development will be laid to provide experience for other similar regions.
