A Case Study Of Longquanyi District Government Guaranteeing Fresh Agricultural Products Supply

In China,the farmers market is an important carrier to guarantee the supply of fresh agricultural products,and carries the social functions such as "vegetable basket" project,circulation and price control.It is an important part in the process of national economic development,which provides a convenient way for people to live daily and promote agricultural economic development.In the light of the situation in the region,the CPC and the regional government of Chengdu Longquanyi district have adopted the construction of the farmers 'market as an important means for the government to guarantee the supply of fresh agricultural products.They have been investing hundreds of millions in building and reforming farmers' markets and setting up special subsidy for encouraging group and private farmers' market to reform.Based on the above background,this paper selects Longquanyi district construction of farmers' market as an important means for the government to guarantee the supply of fresh agricultural products as the case study to start the research.This paper consists of seven parts.The first chapter is the introduction.This paper mainly describes the research background,value and status at home and abroad,and describes the research ideas and methods.The second chapter is the case description and typical value of the Longquanyi district government to guarantee the supply of fresh agricultural products.The first part mainly introduces the Longquanyi district government from five aspects,such as organization,policy,funds,work steps,specific measures,and so on,to analyze the objective,task,effect and current situation of the supply of fresh agricultural products.The second part mainly expounds the typical characteristics of the supply of fresh agricultural products in Longquanyi from three aspects.The third chapter analyzes the policy system of Longquanyi district government to guarantee the supply of fresh agricultural products.It mainly interprets the relevant policies and characteristics of current nation,provinces and municipalities,and point out the deficiencies of the policies from the perspective of public management.The fourth chapter analyzes the operation system of Longquanyi district government to ensure the supply of fresh agricultural products from three aspects: operation content?operation mechanism and operation platform.At the same time,I use the theory of the relationship between government and market to analyze the rationality and deficiency.The fifth chapter analyzes the supervision system of the Longquanyi district government to ensure the supply of fresh agricultural products,the necessity and importance of supervision system are analyzed from decision-making,process and result.From the perspective of public choice theory,the effectiveness and deficiencies of the supervision system are analyzed.The sixth chapter is the enlightenment and suggestions for the government to guarantee the supply of fresh agricultural products.For the policy system?operation system and supervision system,I apply the theory of public administration to analysis of the status and deficiencies and to put forward reasonable suggestions.The seventh chapter is the conclusion and prospect.The paper summarizes the research work and puts forward the future research direction.Based on the combination of theory analysis and case study,this paper expands the relevant fields of the existing government public management theory.This paper emphasizes the effectiveness of government leading in ensuring the supply of fresh agricultural products,in order to provide some supplement for the existing fresh agricultural products supply research in China,which has certain theoretical value.At the same time,the case studies carried out in this paper are expected to provide some support to the supply of fresh agricultural products by the government of Longquanyi district,as well as to provide some reference for other districts with same administrative level.
