What is more, someproducts cost free or be destroyed on the spot finally, without market or a proper price to recovercost, due to the reginal saturation, poor information in production and distribution, and high costsof logistics and transportation. Price fluctuation increases the risk for individual farmers to investin agricultural products. Lacking of income security, the farmers’ interest and motivationdeclined, which further affect the balance of the production and marketing.It is reported that the planting scale of fresh agricultural and poultry products in China isrelatively stable. The shopping basket programm supplies adequately with8,000tons meatproduction and600million tons of vegetable productionin.Demand for fresh agriculturalproducts of rural and urban residents is basically stable. Problem appears in circulation. all levelsof government should play a functional role to change the backward spontaneous circulationcurrentlly, and to explore a new circulation system adpting to established basic law ofeconomic development and economic and social development in rural areas actually. I believethat, the market construction of fresh agricultural products in China is still in the spontaneousand the initial stage.Various distribution entities is not yet perfect, infrastructures areunderdeveloped, the traditional mode of circulation has been difficult to meet the currentdevelopment needs, and various emerging circulation mode are still in an exploratoryatage.Modern technology promotion in the circulation system moves slowly, relying entirely onmarket regulation is difficult to achieve the efficient allocation of resources In view of thosefacts, government need to increase training strength forcirculation subjects, to accelerate ascientificscalelayout,solve asymmetric information, such as infrastructure construction backwardills, and focuses on fresh agricultural products in a certain area within a radius of the lowest cost,most efficient way of rationing of resources, solve "difficult to sell" and "buy expensive" goodbalance of fresh agricultural growers and the interests of consumers, and gradually establish amulti-level, high-efficiency fresh agricultural products circulation system.The text is divided into five parts:first part focuses on the origin and meaning of the thesis topics, research status and trends both at home and abroad.The second part of this paper defines the different categories of fresh agricultural products,summed up the basic theory and related research on the circulation system, briefly analysisdeveloped countries’ circulation mode as well as the current station in China.The third part focus on the necessity and feasibility of the government to promote thecirculation system according to the public economics theory, and cited certain feasibalgovernment’s macro-control and micro-control policies.The fourth part of the paper summarizes the main practice of the Chinese government topromote the construction of fresh agricultural products circulation system, including the mainmeasures and useful attempmenttaken by the local government.The fifth part puts forward suggestions and comments.Thesis streamline governmentfunctions,strengthening planning constraints, the introduction of the implementation of thepolicy measures to promote the construction of fresh agricultural products circulation system,and focuses on how to reduce the cost of intermediate links, to create an effective circulationsystem.
