A Research Of Investment Attracting Policies To Promote The Clustering Of Automobile Industry In Chengdu Economic And Technological Development Zone

The reform and opening to the outside world has promoted the development of China's economy and greatly enhanced our ability to participate in international competition.Governments at all levels have achieved the goal of rapid regional economic development through a series of activities to attract investment.The rapid economic growth of our country has been concerned by people from all walks of life at home and abroad,especially some European and American countries,who have launched the upsurge of learning from China.The overall development trend of rapid economic growth in China is closely related to the overall growth of the national economy and the government's constantly activities to attract investmentIn this paper,in order to better understand the true needs of the investors,based on the research of the policy of attracting investment to promote the clustering development of automobile industry in Chengdu Economic and Technological Development Zone,we deeply analyzed the evolution process,and used the theory of policy analysis and the new public relations theory to discuss the policy making principles and policy choices of local governments in the work of attracting investment.On the other hand,it is helpful to analyze and understand investors' behavior s by summing up the local government's investment-attracting activities and rethinking their blind behavior.Through that we can predict the development and change trend of investment activities,allocate resources rationally,master the pattern of investor's habit to do investment-attracting decisions,and make effective strategy,policy and plan.The main conclusions of this paper are as follows:1)First of all,this paper analyzed the current situation of the automobile industry development in Chengdu Economic and Technological Development Zone(CDETDZ)and the programmatic documents of the national,provincial and municipal investment policies,made conclusion combining the specific investment-attracting policies of automobile industry,automobile supporting industry,essential factors,finance and taxation,and talents-attracting,and analyzed the key contents and framework of the investment policies of CDETDZ.2)Secondly,according to the theories of policy analysis and the new public management,we analyzed the effect of the implementation of the policy of CDETDZ,summarized the effective results and the problem of invalidity,and studied the reasons for the failure problem——the lack of long-term scientific industrial development planning and extensive investment model.We put forward the path of problem solving,established the policy model by analyzing the three main influencing factors(policy formulation,the execution ability and the implementation effect),and concluded that the policy formulation and the policy implementation ability were the decisive factors of the policy.3)Thirdly,combining with the decisive factors of the policy model,we analyzed the specific policies of CDETDZ in the aspects of automobile industry,automobile supporting industry,factor guarantee,finance,taxation,talent promotion and so on.We also analyzed the factors of the policy execution ability of CDETDZ,such as setting up the policy execution organization,supervising the implementation of the policy,and financial support,and found out the concrete selection and deficiency of each policy element,which laid the foundation for the following policy recommendations.Finally,according to the analysis results of the two decisive factors of policy formulation and policy execution ability,the rational policy suggestions were put forward.According to the factors of policy formulation,this paper put forward some specific suggestions on maintaining policy legalization,strengthening the scientific guidance of policy,optimizing the industrial guidance of investment promotion policy,and raising the level of investment attraction execution according to the factors of policy execution ability.In order to provide more detailed theoretical and practical basis for the formulation,implementation and improvement of the policy system of attracting investment from now on,the local governments,including CDETDZ,would be provided with detailed theory and practical basis.
