Case Study Of Government-Enterprise Coordination In Coal Gas Conversion Project In Jiajiang County Of Sichuan Province

The establishment of collaborative relationships in the process of government-enterprise cooperation has always been the focus of work in government management.Along with the market economy gradually improved,in various fields gradually increase the frequency of enterprise cooperation,more and more project management needs the government and enterprises to play their respective functions,and through close cooperation,the formation of complementary advantages,to achieve the ultimate goal of project governance.Among them,the construction of the cooperative relationship between the government and the enterprises in the project management of coal to gas is a typical example.In recent years,with the problem of environmental pollution is becoming more and more serious,the government continued to strengthen environmental protection function,the use of coal energy has been the focus of attention,the government and relevant enterprises at the same time,natural gas as a new clean energy began to enter the public view,therefore,coal gas project management project set off a boom in the country.However,coal gas project management stakeholders involved,difficult to implement,the global cooperation problems gradually exposed,and these problems in its essence,is actually the coal gas project management in the enterprise collaborative relationship construction problems in the current research and practice,on the related materials enterprise cooperative relationship is not much,and exhibit the characteristics of fragmentation.Therefore,this paper based on the actual situation,build the success of enterprise cooperation from Sichuan County of Jiajiang province coal gas project management,analysis and interpretation of the case,in order to through the analysis of enterprise synergy factors relationship construction,sort out a set of relatively complete system and the government enterprise cooperation system.For the coal gas project provides some useful experience in enterprise collaborative construction of relationship governance and other problems in engineering construction.The theory of polycentric governance theory and collaboration based on,the paper uses case analysis method and data analysis method of science,to the Jiajiang County coal gas project analysis and management in enterprise collaborative case,explains the key,and sort out the relationship between enterprise collaborative experiences in the construction,in order to the study of the relationship between government and enterprise cooperation.Specifically,the case study of the cooperation between government and enterprise in the project management of coal to gas in Jiajiang county is divided into four parts:First,on the basis of data analysis and integration,the background and significance of Jiajiang coal to gas project governance are described,and the feasibility of case selection is interpreted.Secondly,it introduces the case of the cooperation between the government and enterprises in the project management of coal to gas in Jiajiang County,and summarizes the specific practice of the government and the enterprises in the case.Thirdly,based on the description and analysis of cases,this paper analyzes the key elements of building the synergy relationship between government and enterprises in Jiajiang coal to gas project governance,and combs the experience that each element is worth learning from.Finally,aiming at the actual situation of the construction of government and enterprise relationship in Jiajiang coal to gas project governance,further improvement suggestions are given,and the experience and Inspiration of its overall cooperative relationship are summarized.All in all,the case study of government and enterprise cooperation in Jiajiang coal to gas project governance is based on the concrete analysis of the cooperation process between government and enterprises in Jiajiang coal gas conversion project in Jiajiang Province,and summarizes the three key elements of its cooperation between government and enterprises.The elements of planning and layout,elements of responsibilities and responsibilities and elements of communication channels are summarized,and the successful experience of each key element is summarized,hoping to provide experience and inspiration for the construction of synergy between government and enterprises in different project governance.
